This standard is made to implement the ¡°Environmental Protection Law of the People¡¯s Republic of China¡±, the ¡°Air Pollution Prevention and Control Law of the People¡¯s Republic of China¡±, the ¡°State Council¡¯s Decision on the Implementation of Scientific Outlook on Development to Strengthen Environmental Protection¡± and other laws and regulations, protect the environment, improve the environmental quality, prevent and control the pollution cased by air pollutant emission in thermal power plants, and promote technological progress and sustainable development of thermal power industry.
This standard specifies the air pollutant emission concentration limits in thermal power plants and monitoring and control requirements.
This standard was first issued in 1991, first revised in 1996 and second revised in 2003.
Main contents of this revision:
¡ª¡ª Adjust the air pollutant emission concentration limits;
¡ª¡ª Specify the time limit for existing thermal power boilers to reach stricter emission concentration limits;
¡ª¡ª Cancel the provisions on whole plant maximum allowable sulfur dioxide emission rate;
¡ª¡ª Add the air pollutant emission concentration limits for gas-fired boilers;
¡ª¡ª Add special emission limits for air pollutants.
National pollutant emission standards apply to water pollutants, odor pollutants and environmental noise discharged from thermal power plants, and national solid waste pollution control standards apply to the identification, treatment and disposal of solid wastes.
From the effective date of this standard, air pollutant emission control in thermal power plants is subject to the provisions in this standard, but not the related provisions in the national pollutant emission standard ¡°Air pollutant emission standard in thermal power plants¡± (GB13223-2003).
Local pollutant emission standard can be made by local provincial people¡¯s government for the air pollutant items not specified in this standard; local pollutant emission standard stricter than this standard can be made for the air pollutant items already specified in this standard.
