This plan is the technicality and operability annexe of " emergency plan for preventing vessels and relate operation from polluting the ocean environment" (ZSHA-YA).
Purpose of the plan is to ensure stipulate the emergency policy during the vessel contaminant removal procedure quickly and correctly, to ensure have regulations to abide by for marine contaminant reclaim and removal, retaining to major sensitive resources, coastline decontamination, emergency plugging and unloading, to guarantee the execution of decontamination works orderly and effectively, to ensure the safety of decontamination working staff and to prevent the secondary contamination during the decontamination process.
This plan can be used for the plan formation of detailed decontamination operation or as the daily training courses of superior commanders, site commanders and emergency operators.
This proposal is applicable to recover and removal of offshore and estuarine contaminant involved with vessel contaminant removal operation, retaining to major sensitive resources, coastline decontamination, emergency plugging and unloading as well as operation safety.
1.3.1Oil
"Oil" means any kind of oils or its refined products.
1.3.2 Non-persistent oils
Means any persistent hydrocarbon mineral oil such as crude oil, fuel oil, heavy diesel oil and lubricating oil, etc. Once persistent oil influx into water domain, it will form an oil layer persistently remained on the water surface and will be brought to distance by the wind and the surface flow formed by flow, thus will be aggregated on the coast, difficult in dissolution and oxidation.
1.3.3 Non- persistent oils
Means oils except for persistent oil, e.g. gasoline, lightweight diesel oil, aviation kerosene and light crude oil, etc.
Safety and pollution prevention management committee is responsible for the establishment, modification and review of "proposal of contaminant removal operation", which is approved and issued by the general manager.
Our marine affairs administration room is responsible of the execution of ¡°proposal of contaminant removal operation".
