Cross-straits Cooperation Instruction of Renewable Energy Resource

It is the objective requirement of sustainable economic development of both sides of Taiwan Strait for development of the renewable energy industry. After more than 30 years’ reforming and opening-up in China mainland, the high speed economic development driven by labor intensive industries faces many challenges, the cost increases of land, energy and labor reversely force the industrial transformation and updating which is same to the enterprises in Taiwan. The current industry types in mainland invested by Taiwan Merchant are still mainly of the labor-intensive electronic science & technology manufacturing industry. The speeding-up of industry transformation and updating is also the urgent will of Taiwan Merchant. To this end, the development of renewable energy offers the opportunity.

There is wide and promising cooperation prospect in renewable energy field for both sides of Taiwan Strait (hereinafter referred to Both Sides), both of which have own development advantages, so the advantage complementation has been the common will for future cooperation and development of both sides. Through the thought communication and technical cooperation in renewable energy industry of both sides, it can avoid repeated investment and share the development achievement. During mutual industry cooperation, promotion of industry development of strong aspects will necessarily open up a new historic starting point for cooperation of renewable energy industry of Both Sides and establish a new model to continuously promote the wide communication, in-depth cooperation and sustainable development.

In 2009, under the unified organization and coordination of National Energy Administration, Energy Research Institute of National Development and Reform Commission and Industrial Technology Research Institute of Taiwan jointly held “Renewable Energy Industry Cooperation Conference of Both Sides”. Since then, three conferences have been successively held in mainland and Taipei, and the communication and cooperation of renewable energy industry of Both Sides are gradually extended. As the communication and cooperation platform of renewable energy of Both Sides, the “Bridging Conference” has been the action platform for the friendship promotion, experience communication, striving of cooperation and development for Both Sides.

Through bridging plan of Both Sides, establish the cooperation mechanism and communication platform of new energy industry of Both Sides and promote the information communication of enterprises and research units of Both Sides; at same time, make use of relevant association of Both Sides as communication platform to continuously hold the industry communication events aiming to the projects to be commonly facilitated.

To promote better the communication and cooperation of new energy industry of Both Sides and resolve relevant issues for new energy industry of Both Sides, on basis of mutual benefit and win-win, implement the agreements made in new energy industry communication conferences of Both Sides and make it as the coordination and communication platform of new energy industry of Both Sides.

In light of the communication and cooperation development conditions of Both Sides in past three years, the communication and cooperation of renewable energy of Both Sides have following three features:

Taiwan enterprises have strong enthusiasm for participating in the Both Sides cooperation in renewable energy. Especially along with the economic transformation in island, a number of Taiwan leading enterprises transfer the future development strategy from semi-conductor, wafer and panel to renewable energy industries such as solar energy and wind power. In combination with the unclear prospect of European and American markets, the international expectation is that the mainland will speed up the development of domestic renewable energy market, which makes Taiwan enterprises urgently expecting to make use of the unique identification, technologic and industrial advantages in mainland renewable energy market to gain the benefit.

Excited by the solar inverter enterprises, invested by Taiwan, successfully awarded as one of “Golden Sun Demonstration Projects” of mainland in 2010, the confidence of Taiwan invested companies in support and encouraging of mainland for Taiwan industry to participating in mainland renewable energy development are reinforced, and therefore a number of Taiwan funded enterprises more actively invest in renewable energy field and in mainland.

The renewable energy industries of Both Sides have large complementation. The Both Sides has discussed to establish common Both Sides renewable energy invest fund to adopt to the mainland demonstration projects and support polices; through the platforms such as contracted energy management company, apply and participate in the mainland renewable energy demonstration projects and purchase the renewable energy products of Both Sides. After the project completes, second-hand project transaction can be done in Both Sides and even international financial market to assist the invest fund to quickly recover the capital, including the financial transactions such as bond and trust. To this end, it can not only promote the liquidity at product level, and also facilitate the liquidity at project and financial product level so as to speed up the convergence and harmonized development of industries of mainland, Taiwan and UN.

Since the initial cooperation of Both Sides renewable energy in 2009, the industries of wind power and solar generation of Both Sides actively carried out the practical cooperation. The photovoltaic industries of Both Sides basically realized the mutual standard recognition. 10 photovoltaic components and inverter production enterprises in Taiwan have passed the certification of Beijing General Certification Center, and are participating in drafting works of international standards. The plant for Taiwan wind power blades production has been set up in mainland and the 7MW wind power unit are being jointly designed and manufactured for marine wind power, and other cooperation projects are in active progress.

At present, the Both Sides economies has entered new development phases. The new situation provides new opportunities for Both Sides renewable energy industry cooperation and also brings forward new requirements: the Both Sides shall adapt to the situation, grasp the opportunity, timely adjust the industry cooperation strategies and conduct the innovation in cooperation fields, modes and mechanisms, which will necessarily enhance the cooperation level of Both Sides renewable energy industries.

Currently the Both Sides economies entered the adjustment period and the establishment of new economic growth point in future has been the necessary way for Both Sides to realize economic sustainable growth, speed up development mode transformation and drive up the economic structure adjustment. For this purpose, the Both Sides successively brought forward “Seven Strategic Emerging Industries” and “Six Emerging Industries”. As for the strategy, the intensification of Both Sides cooperation of renewable energy industry means making full use of complementation advantages of both parties to jointly develop future strategic pillar industry. Taiwan has first-mover advantage in renewable energy science and technology and the mainly features substantial basic scientific research strength and abundant human resource, which make full complementation of Both Sides. The economic development characteristics and presenting transformation of new economic growth points of Both Sides put forward new requirements for the emphasis of renewable energy industry cooperation of Both Sides.

After breakout of international financial crisis, the mainland and Asia-Pacific region have been the engine of new round global economic development and play an important and new role in world economic pattern. The emphasis of Both Sides cooperation of renewable energy in future shall transfer from relying on international market to on international and mainland markets, especially paying more attention to the fostering of Both Sides inner markers rather than uniquely to international market.

Especially under new world economic pattern, the trade protectionism is gaining ground and the trade dispute between EU and American countries and Both Sides, especially the mainland continuously increased, which indirectly impacts on the healthy and sustainable development of Both Sides renewable energy industry. So, the Both Sides renewable energy industry shall change the development trace of following EU and American industries and basing on EU and American technology and standard production, combine the renewable energy technologies and market advantages of Both Sides, enhance enterprise independent innovation capability, explore cooperation modes and intensify the cooperation in R&D, marketing standard and brand.

The successful signature of “Economic Cooperation Framework Agreement” of Both Sides marks the Both Sides economic cooperation entering stable development and continuously deepening period, and it also provides new opportunities for Both Sides renewable energy industries cooperation, which shall be deepened in related mating policies, mechanisms and institutions. The cooperation projects of any Both Sides renewable energy industries may involve issues required further coordination of related policies, including intelligent property right, norms and specifications and follow-up evaluation, which need complete mechanism as security, and it is also the base for continuous promotion of  renewable energy industry cooperation of Both Sides.
