Notice on Strengthening the Relevant Requirements for Safety Management of Wind Farm
Recently, frequent accidents of wind farm construction and operation safety have exposed the weakness in safety management of wind power industry. To constantly sum up the experience of wind power development, strengthen the safety management of wind farm, comprehensively enhance the management level of wind power industry, and guarantee the healthy and sustainable development of wind power industry, relevant requirements to strengthen the safety management of wind farm are given as follows:
1. All wind power development enterprises shall take overall responsibility for the quality of engineering construction and the safety of wind farm. The quality management system for the construction, operation, maintenance and overhaul of the wind farm of the enterprise shall be established according to relevant laws, regulations and technical standards, and in combination with the engineering practice. The safety management of construction, parallel in operation, maintenance, overhauling, and other links of the wind farm shall be further enhanced. The level of wind farm construction, operation and management shall be improved to guarantee the safety operation of the wind farm.
2. The accident information submission and management shall be strengthened. In one of the following conditions, the owner of the wind power project shall report to relevant departments, and report relevant situations to the National Energy Bureau within 7 days after the accidents, and make a copy for the centralized management unit of national wind power technology.
1) One person or more died during the construction, operation and maintenance of the wind farm.
2) The cabin or impeller of one or more wind turbines fell, caught in fire, collapsed, or other accidents.
3) Batch failures of blade, gearbox, generator, converters, bearings, and other key parts, that is to say 20% of parts of the same model in the wind farm have the same failures continuously within 12 months.
4) The total capacity of wind power goes off-grid at the same time is more than 500,000 kW in the regional gird caused by the failures of equipments or facilities in the wind farm.
3. The unit of wind power project shall assign someone to be responsible for the information statistics, analysis and submitting. The central managed enterprise shall be responsible for the information submitting of this enterprise, and local-owned wind power development enterprise shall submit through the provincial (regional and municipal) energy department where the project is located.
4. For accidents with large influence scope, the Special Committee of Wind Power of the Renewable Energy Association (hereinafter referred to as ¡°Special Committee of Wind Power¡±) can be entrusted to organize relevant units and industrial experts to analyze. For the common problems or typical accidents, the Special Committee of Wind Power will timely release corresponding anti-accident measures and industry early warning information.
5. The manufacturing enterprise of wind power equipments shall strengthen the process control and quality management, continuously improve the reliability and technical level of the unit, prepare detailed hoisting, operation and maintenance manual for wind turbines, encourage wind power equipment enterprises to establish good training system for the use of products, and train the construction, operation and maintenance enterprises of wind farm.
6. To fully understand relevant situations and guide the sustainable and healthy development of the industry, the Special Committee of Wind Power is entrusted to regularly organize the research on operation quality of wind power in the whole country, and to evaluate the operation situations of wind power equipments and the wind farm. The evaluation results will be released.
7. The qualification management of wind power industry shall be further strengthened. Units and personnel engaged in the survey and design, construction, supervision, operation and maintenance of wind farm shall have corresponding qualifications according to the regulations. The employees of wind farm construction, operation and maintenance shall receive corresponding training, and pass the examination before taking a post.
8. China Electricity Council is asked to urge relevant units to formulate safety regulations and guidelines for the construction, operation, overhaul and maintenance of wind farm. These regulations and guidelines shall be submitted to relevant departments for approval, and then they shall be published. The Hydropower Planning and Design Institute and the Special Committee of Wind Power will work together to formulate the working requirements for the qualification management of enterprises and personnel engaged in the construction, operation, overhaul and maintenance of wind farm. These requirements will be submitted to relevant departments for approval, and they will be published.
