Members and Personnel in Charge of Each Group and Duties
1、 灭火行动组：Fire Extinguishing Group
负责人：保安班长《为义务消防队队长》
Personnel in Charge: security group leader (leader of the voluntary firefighting squad)
职责：扑灭火灾和防止火势蔓延
Duties: extinguish fire and prevent spread of fire accident
2、 疏散引导组： Evacuation Guiding Group
负责人：Personnel in Charge:
职责：引导客户从消防安全通道疏散到安全地方避免拥挤损伤
Duties: guide the customers to be evacuated to safe places through the firefighting safety passages, and avoid injury incurred due to crowding
3、 通讯联络组：Telecommunication Liaison Group
负责人：Personnel in Charge:
职责：保证各组与指挥部的通讯联络及情况的反馈
Duties: Guarantee telecommunication liaison between various groups and the command headquarters, and feed back information
4、安全防护组：
负责人：Personnel in Charge:
职责：守护各个出口，防止坏人进行破坏
Duties: Guard various exits and prevent evil-doers from committing sabotage
5、救护组：
负责人：Personnel in Charge:
职责：救护受伤人员
Duties: Give first aid to the injured
6、后勤保障部：
负责人：工程部带班经理或主管
Personnel in Charge: manager or personnel in charge of engineering department
职责：提供水、供火场用灭火器、断电及抢险工具等
Duties: provide water and fire extinguishers for the site of fire accident, tools for cutting off electricity and rescue
二、处置程序 Handling Procedures
（一）指挥部应急程序和措施
Contingent procedures and measures of headquarters:
1、指挥部人员集合，指挥部成员（成员不在岗的，由带班主管代替）接到通知后立即到消防中控室（根据具体情况直接在火场适当位置组成临时指挥部，以便迅速有效的指挥）。
The members of the command headquarters assemble (In case the members are not on the post, they may be replaced by the personnel in charge of them.), and go to the central firefighting control room immediately after receiving notice. (They may form temporary command headquarters directly in the due place on the site of the fire accident according to practical conditions so as to rapidly and effectively command work.)
2、调集灭火组控制火点消灭火灾，防止火热蔓延。
Transfer the fire extinguishing group to control the fire points and extinguish fire accidents, and prevent spread of fire.
3、下达疏导指令。根据现场火情情况，利用应急广播或电话通知疏导组到现场疏导撤离现场。
Issue instructions for evacuation, and inform the evacuation guiding group to guide evacuation of personnel from the site by means of contingent broadcasting or telephone according to the sit situation of the fire accident.
4、下达启动消防设施指令。Issue instructions for launching firefighting facilities.
5、调集人员抢险救灾，根据现场情况及时报“119”和封锁现场。
Transfer personnel to rush to deal with emergencies and join in disaster relief, report to “119” and blockade the site in time according to site situation.

（二）灭火组应急程序和措施
Contingent procedures and measures of fire-extinguishing group:
1、灭火区域的单位领导和义务消防队员要立即用灭火器、消火栓扑救初期火灾。
The leaders of the units in the area of fire accident and the voluntary firefighters shall put out the initial fire immediately with the fire extinguishers and fire hydrants.
2、保安员后勤人员接到通知后立即到火场灭火。
The security personnel and rear-service personnel shall immediately go to the site of the fire accident to put out fire after receiving the notice.
3、灭火区域相邻单位有关人员将易燃物品按统一指挥及时搬到安全地点防止火势蔓延。同时听从指挥。
Relevant personnel in units adjacent to the site of the fire shall move the flammable goods to safe places according to unified instructions to prevent spread of fire, and shall listen to commands.
4、消防中控室根据火场情况和指挥部的指令进行启动相应的消防设施。
The central firefighting control room shall launch corresponding firefighting facilities according to the site situation of the fire accident and the instructions of the command headquarters.
（三）疏散组的应急程序和措施
Contingent procedures and measures of evacuation group:
1、发生火灾后，疏散组负责人和着火单位疏散组负责人立即到火灾现场组织疏散。
The personnel in charge of the evacuation group and those in charge of the evacuation group of the unit which has caught fire shall immediately go to the site of the fire accident to organize evacuation after the fire accident occurs.
2、其他相邻单位疏散组负责人协助着火单位疏散人员并作为好本单位的疏散准备。
The personnel in charge of the evacuation group of the other adjacent units shall assist the unit which has caught fire in evacuating personnel and make preparation for evacuation in their own units.
3、保安人员依照分工，分别到各出入口维护疏散秩序，防止有人再次进入大厦。
The security personnel shall go to various entrances and exits to maintain order of evacuation according to division of work to prevent anybody from entering into the building again.
4、中控室向客户进行广播（广播词附后）。在紧急情况下中控室可直接启动应急广播进行疏散。
The central control room shall broadcast information on the fire.(The broadcasting words are attached hereafter.), and may directly launch contingent broadcasting to organize evacuation in case of emergency.
（四）报警、接警处置及通讯、联络等应急程序和措施
Contingent procedures and measures such as alarming, disposal of alarming, communication and liaison etc.
1、发生火警后，发现人立即向消防中控室报警或向行政负责人报警。
The person who discovers fire alarm shall immediately give an alarm to the central firefighting control room or to the personnel in charge of administration.
2、消防中控室接到报警并确认火情后立即通知保安部经理和公司领导及指挥部其他成员到消防中控室集合。
The central firefighting control room shall immediately inform the manager of the security department and leaders of the company, and other members of the command headquarters to assemble in the central control room after receiving the fire alarm and confirms the situation of the fire accident.
3、消防中控室值班人员、监控值班经理（公司总值班人员）各单位通讯组人员随时向指挥部转达火场信息和传达火场信息和传达指挥部命令。
The personnel on duty in the central firefighting control room, manager in charge of monitoring on duty (chief personnel on duty of the company) and personnel of communication groups of various units shall convey information on the site of the fire accident and the orders of the command headquarters from time to time.
4、指挥部成员、各单位行政保卫负责人将联系电话和手机号码留存中控室以便随时联系。
The members of the command headquarters and personnel in charge of administration and security of various units shall save their telephone numbers and mobile phone numbers in the central control room for contact whenever necessary.
5、各行动组随时向指挥部报告执行任务的情况。
Various action groups shall report implementation of task to the command headquarters from time to time. |
