根据标书内容，第二标段中标方将负责第五标段运输分包商的协调与管理，并与之签订运输分包合同。前文中提到这8家XXXXXX方公司在AAAAAA各有自己的深厚背景和后台，管理难度可想而知。从合同关系来看，谁缔约谁负责，所有有关运输商的商业风险、安全风险均由第一标段中标方承担。第一标段中标方一方面将面临来自XXXXXX方公司我行我素不服从管理，另一方面还要面对来自于业主的追责和罚款、罚金，甚至要对AAAAAA运输商安全事故负责，商业、安全风险极其大。
应对措施：建议在XXXXXX由业主牵头，成立第二标段中标方和AAAAAA运输公司在内的协调委员会，以业主为主定期召开协调会，沟通项目运行中出现的问题，拉业主进来参与管理，降低管理风险，这取决于业主是否能接受该解决方案，否则中标方面临很大商业风险和安全风险。

3.3.5.1注重人员健康和安全Focus on health and safety of personnel
（1）实行集中居住，确保住宿安全。
我公司驻外人员将实行集中居住，统一管理。住宿选用的宾馆、酒店必须符合消防、卫生安全要求。工作组人员在住宿期间应熟悉宾馆住宿指南，留心周围消防设施，知晓安全通道示意图，掌握应急疏散指示牌，遵守酒店的消防、用电及卫生管理要求。
