3.3.3中转站协调方案Coordination program of the transit station
XXXXXX中转站专门设置协调联络组，有专人负责与业主，供货商，地方政府海关和运输分包商协调工作，主要进出口报关清关协调，发运进度协调，车辆吊具协调工作，运输计划制定协调等。以及司机的安全教育和管理、车辆维修、救援等，并与物资设备的起运地、终到地的负责人保持密切联系。中转站协调负责人在项目负责人的领导下，负责对涉及本项目的当地政府、百姓和业主进行协调和处理。在施工的各个阶段针对出现的各类问题，（如：突发事件、治安问题、停电事件等）综合各部门的力量，最短时间拿出处理的方案，使得施工正常进行。中转站投入使用后，负责对涉及本项目的当地政府、业主及招标方进行协调和处理。
Coordination and liaison team will be specially established at XXXXXX transfer station. Specially appointed personnel shall be responsible for coordination with owner, local government, customs authority, transport subcontractors, export and import customs clearance, delivery progress, vehicle and lifting tools, preparation of transport plan; as well as safety training and management of drivers, vehicle maintenance and rescue, and keep close contact with responsible personnel at the start delivery place and destination. Persons in charge of coordination at the transit station are responsible for coordinating and handling with the local government, people and property owners involved in this project under the leadership of the project leaders. Efforts of different departments are made to solve various problems that appear at various construction stages (such as: mergency, law and order problems, power failure events, etc.), and proposal will be put forward in the shortest time to assure the normal construction.After the transfer station is put into operation, they will be responsible for coordinating and handling with the local government, property owners and the tender side involved in this project under the leadership of the project leaders.
3.3.4中转站运营风险Operational risk of transfer station
3.3.4.1中转风险Transferring risk
XXXXXX中转站作为AAAAAA北部地区所有货物的中转地，承担XXXXXX项目30%货量的接货、卸货、中转、分拨工作。按照30000平方米建设使用的中转站堆场，在正常情况下能满足生产运营需求。但如果因运输商车辆不及时到达、或清关所需要文件不全，AAAAAA海关清关不及时等，致使货物在中转站滞留时间过长，会使中转站暴库。应对措施：运输商按照中转站发运计划及时组织车辆装货，并配合清关人员清关；业主方根据发运计划及时与AAAAAA相关部门办理进口批文并交给中转站，货物从XXXXXX中转站发运装车前应具备完整的清关资料。如果由我公司负责北线管材供应，可以通过灵活控制发运计划，从源头上缓解中转站堆存压力。
XXXXXX transit station is used as the transfer base of all goods for northern regions in AAAAAA, takes 30%of receiving, unloading, transferring, distribution of Sino-Burmese project. The transfer station yard will be built in the size of 30000m2, which can meet production and operation needs under normal condition. If the vehicle cannot reach on time or the documents required by customs clearance is incomplete, or customs clearance in AAAAAA is delayed, the goods is retented at transfer station is too long, and it will cause over storage at transfer station.
Countermeasures: Transport contractors shall organize trucks on time to transport goods according to the delivery plan of transfer station, cooperate with customs clearance personnel. According to the delivery plan, the owner shall obtain import approval from relevant authorities in AAAAAA, and submit the same to transfer station. A full set of customs clearance documents shall be ready before goods are delivered from XXXXXX transfer station. If we are suppose to supply pipes for the north line, we will release the storing pressure at transfer station from the source by means of flexibly control the delivery plan. |
