2.6.3.3定期会议Periodic meeting
由业主牵头，定期召开中转站承包商、运输分包商和供应商等作业单位联合会议。汇报阶段性工作，重点协调解决收货、中转、发货及运输过程中遇到的困难和问题，保证管材运输物资顺利及时到达目的地。并且对运输分包商工作进行阶段性评价，不断完善考核制度，严格执行各项操作规范。
Under the leadership of Employer, joint meeting will be held periodically by transfer station contractor, transport subcontractor and suppliers. In the meeting, the works at previous stage will be summarized, particularly any problem met in goods reception, transfer, shipping and transportation shall be solved in order to smooth arrival of pipe goods at destination. The performance of transport subcontractor at each stage shall be assessed.
2.6.3.4重大事件汇报Report of important event
在中转站日常管理中，以及到货、发货及运输过程中如果发生事故或特殊事件，第一时间向业主反馈，详细记录事故或特殊事件具体情况，并以文字性方式向业主做出书面汇报，争取第一时间解决问题。
In case any accident or special event occurs during the routine management of transfer station, goods arrival, shipping and transportation, it shall be reported to the Employer in writing immediately, and details of accident or special event shall be recorded in order to solve the problem as early as possible.
2.6.3.5积极配合业主其他工作Other assistance with Employer
积极配合业主分配的各项工作，如单据整理搜集工作、供应系统的录入和维护工作，整理绘制相关报表工作等。如果有特殊情况无法完成，应及时反馈，说明问题。
All works assigned by the Employer shall be performed actively, including documents collection, input and maintenance of supply system, preparation of relevant statements. In case of failure to fulfill the assignment due to some special situation, it shall be reported to Employer with some explanation.
2.6.4内部管理Internal management
2.6.4.1进口清关管理Import customs clearance management
根据项目需要专门设置清关单据组，由专人负责清关、单据制作。单据交接等环节工作。首先当货物发出后，准备、收集清关单据：主要包括箱单、发票、报关单、商检证明、原产地证、质量证明书、进口许可证、免税证明等。定期做好发运计划，按照计划整理相关单据，在装车完毕等待入境时准备好全套清关单据，保证运输车队迅速通关，减少等待时间。
According to the requirement of project, a team of customs clearance documents shall be established to undertake customs clearance, documents preparation and submission. Firstly when goods are shipped, customs clearance documents shall be prepared and collected, including bill of lading, invoice, customs declaration, inspection certificate, origin certificate, quality certificate, import license, duty free certificate etc. Goods delivery plan shall be prepared periodically. Relevant documents shall be prepared according to the plan. The full set of correct customs clearance documents shall be ready after loading is finished and ready for entrance in order to ensure rapid customs passing of transport vehicle team, reduce waiting time.

After vehicles entering 105 inspection station, application shall be submitted to relevant authority for inspection. and the application table shall be filled with goods name, unit, quantity and attached with copy of import permit (according to the result of coordination with border trade authority, the steel pipes for XXXXXX-AAAAAA Oil & Gas Pipeline Project can be exempted from inspection). Import application sheet can be obtained from customs authority, and import tax exemption certificate shall be submitted. After all formalities are finished, in 105 inspection station, stamps of customs, tax authority, AAAAAA Economy Bank will be fixed on the import-export table. Tucks with list of goods, import approval documents, tax paid certificate, travel certificate are then allowed to leave.During customs clearance and documents preparation, all data shall be accurate. The complete set of documents shall be filed in unified form, and recorded in computer for convenience of inquiry.

2.6.4.2货物中转管理Goods transfer management
根据供货商发货报告和防腐厂生产计划表及时通知中转站管理方，记录火车信息、汽运信息、运输管材等信息。根据收货计划表和火车、转公路货车运行动态、报关情况，修改更正接货计划。防腐厂将光管卸下并进行防腐。防腐厂每天定时将成品管运至XXXXXX中转站，并做好单据交接工作。中转站管理方按照每月发运计划组织运输车辆和装卸设备，做好卸车准备工作，保证运输车辆到达即装减少等待时间。卸货时，由国内段汽运单位、堆场管理方和监理共同完成收货检查，对问题管、损伤管及时记录并由以上各方共同签字确认，便于确定责任。卸货完成后，相关单据一并转交堆场管理组。
The transfer station management team shall be informed timely based on delivery report of suppliers and production plan of anti-corrosion factory. Information on train, truck and pipes shall be recorded. According to goods reception plan table, train and truck transport status, customs application progress, the goods reception plan shall be modified accordingly. In the anti-corrosion factory, pipes shall be unloaded and subject to anti-corrosive treatment. Every day the anti-corrosion factory shall transport finished products to XXXXXX transfer station, and hand over relevant documents. According to the monthly delivery plan, the transfer station management team shall organize transport trucks, handling equipment, and prepare for unloading in order to timely unloading upon trucks arrival, minimize waiting time. Upon unloading, the domestic transport company, store yard representative and supervisor will joint inspect the goods. Any problem or damaged pipes shall be recorded and confirmed by signature of each party in order to determine responsibility. After unloading is finished, relevant documents shall be handed over to store yard management team.

During the routine management of transfer station, the yard and drainage facilities shall be inspected regularly, any accumulated water shall be removed timely, drainage outlet shall be kept smooth order to prevent accumulated water corroding pipe. The lifting tools and short handling vehicle shall be checked and repaired regularly in order to avoid any accident during transport and handling process. Wearing parts as hook and slung shall be replaced regularly. Standby power supply system shall be prepared in order to avoid impact on office due to power failure. Office supplies and miscellaneous material shall be provided in sufficient quantity.
