在管材防腐完毕进入中转站后即取得相关单据文件，管材发运前准备好全套正确清关文件，争取1天进入AAAAAAXXXXXX，2天完成清关工作。积极配合边贸局和海关工作，争取快速集中通关。

2.5项目沟通、协调、调度、管理程序Project communication, coordination, dispatching and management program
根据项目总体运输计划，安排好每月的运输任务，厂家发货后，提前得到光管单据数量。根据厂家预计到货时间结合中转站库存情况进行分析，对有可能出现的场地不足和暴库提前采取措施。通过加大发运量，控制厂家发货速度，保证XXXXXX中转站各项工作顺利开展。

Transport subcontractors shall be coordinated and managed according to tender and contract requirement. Complete and reasonable subcontractor assessment system shall be established. At beginning of each month, transport plan shall be submitted, and subcontractors shall prepare transport vehicles properly according to transport plan. The transport, loading & unloading, binding, HSE management procedure shall be standardized, so that pipes can reach transfer station safely and swiftly. Any subcontractor who fails to meet contract requirement shall be required to make correction within time limit, otherwise shall be reported to Owner for coordination and solution.
2.6项目外部、内部管理办法External and internal management method
2.6.1供货方的沟通Communication with supplier
To be aware of the production and shipment plan of supplier, whose shall be required to inform us the manufacturing progress and shipment plan in means of daily report or weekly report. According to the occupation situation of XXXXXX transfer station, the Employer will be given relevant information, so that the Employer, in coordination with suppliers, optimize and dynamically control the shipment plan.
Main content of daily report:
Manufacturer name, pipe model and specification, weight, length, production and stock information, shipment plan
首先了解供货方的生产计划和发运计划，以日报周报的方式定期向我方通知生产进度和发运计划。及时向业主反馈XXXXXX中转站中转运输情况，堆场占用情况，由业主与供货方协调，优化、动态控制其发运计划。

2.6.2运输分包商的管理Management of transport subcontractor
对运输分包商运输工具的改装、加固方式进行评价，对不符合运输规范的及时整改，并定期检查运输工具性能状况，尽量避免运输途中出现故障。中转站管理方每月月初公布当月运输计划，运输分包商根据当月运输计划准备运输工具。

2.6.3与业主的汇报沟通Report and communication with Employer
2.6.3.1进口许可证办理Preparation of import license
由业主负责办理进口许可证，办理完毕后及时交与中转站管理方。如果业主未能及时提供进口许可证导致清关工作延误，由此产生的压车、暴库等情况由业主承担。
Employer shall be responsible for obtaining import license, which shall be timely handed over to the managing party of transfer station. Should Employer fail to provide import license on time and consequently customs clearance is delayed, Employer shall bear vehicle waiting or over storage caused by such delay.
2.6.3.2日报周报Daily report, weekly report
中转站管理方每天晚7点前向业主及相关单位发送当日报，汇报当日到货、发货及中转站库存情况，并且记录当日主要工作和发生的重大事件。每周末晚7点前，向业主提交本周周报，汇报本周总到货，发货情况，中转站中转情况，工程进度情况，本周是否完成运输计划、以及下周发货计划。
Every day the managing party of transfer station shall send the daily report to Employer and relevant parties before 7 pm, reporting the information concerning goods arrival, shipping and stock at transfer station on the current day, as well as main work content and important events on the same day. Every weekend before 7pm, the managing party of transfer station shall submit the weekly report to Employer, reporting the information concerning all goods arrived within the week, transfer, project progress, whether transport plan fulfilled, as well as delivery plan for the coming week. |
