XXXXXX中转站的管理分为两个阶段：中转站建设时期的管理与中转站运营时期管理。为了保障项目运输的需要，中转站管理的重点是中转站运营的管理。
Management of XXXXXX transfer station consists of 2 stages: management during the construction of transfer station and management during the operation of transfer station. In order to meet the requirement of project transport, the main task is management during the operation of transfer station.
为保证中转站建设及运营顺利进行，在现场设置一套精简高效的管理机构，制定合理的建设方案，减少各项费用开支，集中办公，简化管理手续，加快施工进度。同时控制建设质量，保证中转站各项设施符合业主。
In order to ensure the smooth progress of transfer station construction and operation, an efficient management organization shall be established on site. Proper building scheme shall be prepared to minimize cost. Office shall be arranged in one place to simplify formalities and improve construction progress. Construction quality shall be controlled to ensure each facility of transfer station complying with Owner.
成立中转站指挥部，根据机能下设管理小组，统一指挥，分工明确，紧密联系，有效沟通，确保建设施工所需资源和项目运作中各项任务得到有效落实，同时指挥部对各小组的日常工作进行监督、检查，参与业主组织的重要工程协调会、安全月会、质量月会等会议，以及对中转站所有人员进行考核等，并接受业主、监理方的监督。
Transfer headquarters shall be established with management teams as subordinates. Task division shall be clear. Communication shall be close and efficient in order to ensure all resources and tasks required by construction are in place. The headquarters will check and supervise the routine works of each team, and attend important coordination meeting, monthly safety meeting, monthly quality meeting organized by owner, as well as assess all staff at transfer station. The headquarters is subject to supervision of owner and supervisor.
中转站运营的管理采取岗位责任制，把各环节落实到岗位责任人，进行专项管理。在物资入库、储存、出库等环节实施规范的登记制度，实施信息录入制度，以便利业主决策。
The management of transfer station operation shall adopt system of post duty, in which the duty of each step will be specified to a certain personnel. Steps as goods input, stock, output shall be registered in order to facilitate decision making of owner.
按照业主发运计划，及时的协调分包商，按计划下达运输指令。
To timely coordinate subcontractors and issue transport orderaccording to owner’s transport plan.
成立专门的清关小组。加强对AAAAAA海关政策的学习与研究，积极与AAAAAAXXXXXX海关保持沟通与联系，掌握政策变动的信息，随时做好清关相关工作的准备。
Special customs clearance team shall be established. Pay attention to the study of AAAAAA customs policy, actively keep close contact with AAAAAA XXXXXX customs to master any change of policy and make preparation for customs clearance all the time.
2.4项目各阶段的工作要求Working Requirement of the Project in Different Stages
2.4.1中转站建设要求Transfer Station Constructing Requirement
根据XXXXXX当地的自然条件，租赁土地情况结合招标方对中转站的要求进行合理的设计规划，组织建设：生活区，办公区，平整的作业场地，仓库，停车场，司乘人员车辆服务区。
Take reasonable planning to organize the construction in accordance with the local natural condition in XXXXXX, leasing land condition in connection with the requirement of transfer stations from the bid inviter, including living area, office area, smooth working field, warehouse, parking lot, service area for vehicle drivers and passengers. The construction of XXXXXX transfer station shall meet the requirement for material and equipment transfer and storage from the bid inviter. The capacity for storage and transfer under construction shall exceed the transferring capacity planned by the bid inviter.
XXXXXX中转站的建设要求达到能够满足招标方物资与设备转运及仓储的要求。建设的库存、中转容量要高于招标方的中转量的计划。
中转站管材堆码以“防止管材破损、便于装卸、防止滚垛”为原则，具体要求如下：
The transfer station pipe stack shall adhere to principle of “preventing pipe damage, facilitating loading and discharge and preventing skid”, including the requirements as follows:
（1）中转站应保证平整，坚固、防止积水。
（2）管材实行分区堆放，做到按管径、规格码垛，不同管径的钢管要分开码垛，严禁混码。中转站各码垛前必须要设有清晰明确的指示、警示和警告标志。
（3）中转站内运输车辆车速不超过30Km／h，特种车辆车速不超过15Km／h，中转站内部必须设置明确的车辆限速表示牌。
（4）中转站必须设置安全通行通道，安全通行通道应保证车辆保证顺进顺出，各垛位间距安全距离不小于16m，保证吊车、倒运车辆并排安全通行，便于管材装卸、倒运。
(1) The transfer station shall be kept flat and firm, preventing any water accumulation.
(2) The pipe materials shall be piled by areas, realizing pileup by pipe diameter and specification. Steel pipes with different diameters shall be piled independently without any mixtures. Clear direction, alarm and warn marks shall be arranged in front of all stacks within the transfer station.
(3) The velocity of transporting vehicles in the transfer station shall not exceed 30km/h. The velocity of special vehicles shall not exceed 15km/h. Apparent indicating plate for velocity limit shall be arranged within the transfer station.
(4) Safety transit passage shall be arranged for the transfer station, which shall ensure smooth access of vehicles. The spacing between piles shall not be smaller than 16m, thus ensuring parallel safe passage of the hoist and transfer vehicles and facilitating easy pipe loading, discharge and transfer.

垛高不超过3m，φ1016mm堆放不超过三层, φ813mm堆放不超过四层。
The stack height shall not exceed 3m. φ1016mm pipes shall not be piled over three rows, while φ813mm pipes shall not be piled over 4 rows.
垛底必须设置垛基。每个垛基底宽不小于0.8m，垛基顶宽不小于0.4m，两垛基相距6±0.6m，高度不小于0.3m，每两个形成一个钢管垛位。为防止管材损坏和钢管滚动，垛基上部应加垫草垫或编织袋。
Pile base shall be arranged at the bottom, the bottom width of which shall not be less than 0.8m with the top width not less than 0.4m. The distance between two pile bases shall be 6±0.5m in length and not less than 0.3m in height. One steel pipe pile is made for each two pile bases. In order to prevent pipe damage and pipe skid, straw mattress or woven bag shall be added on top of the pile bases.
为防止滚垛，堆垛端部必须设置挡垛，可使用砂袋掩堵，也可使用埋地档头。砂袋掩堵应在每个垛基头部用沙袋码放一个高1m、长1m的挡垛；埋地档头应满足强度要求，不少于2根，埋深不小于4m，基础用混凝土浇灌，地面高度不低于2m。
In order to prevent pile skid, pile barrier shall be arranged on tope of piles, which can be realized with sand bags obstruction or ground-buried barrier. In case of sand bag obstruction, the pile barrier with 1m in height and 1m in length shall be arranged on top of each pile base. The ground-buried barrier shall meet the strength requirement, not being less than two and the burying depth shall not be smaller than 4m. With concrete depositing in the base, the height on ground shall not be less than 2m.
堆垛端部底层最外边两根钢管应使用管卡固定牢固，防止滚动。
Pipe clip shall be applied for the fixation for the exterior two pipes at the bottom of pile top, thus preventing any skids.
管垛两端应设置排水沟，防止场地积水，排水沟深度约0.3米，宽度0.6米。
At both ends of pipe pile, drainage ditch of 0.3m deep and 0.6m wide shall be arranged in order to prevent water ponding.
中转站内部若设有办公区域或休息间，应与堆垛边缘距离不小于10m。
In case of arrangement of office area or rest room within the transfer station, the distance between them with the pile verge shall not be less than 10m.
码垛前或大雨、暴雨后应对垛基进行检查加固。
Before piling or after heavy rain and rainstorm, fixation consolidation shall be examined for pile bases.
