2.3.3.1生产安全管理Production safety management
首先应认真贯彻执行当地安全生产法规、标准和公司安全生产各项规章制度。各运输分包商要自觉遵守安全生产规章制度，熟悉自己岗位的职责和安全程序。不违章作业、不违章指挥，遵守工作纪律和职业道德，并有权制止他人的违章行为，主动做好事故预防工作。加强安全管理，贯彻“安全第一、预防为主”的方针，认真落实安全生产责任制。管理重点部位实行各运输分包商领导承包责任制，各运输分包商负责人要按时到各自的安全承包部位开展安全活动，在安全活动中，认真履行安全职责，开展安全检查，解决存在的安全问题，制定安全防范措施，提高安全管理水平。
Several rules shall be carried out carefully, including local safety production regulation, standard and safety production rules of the Company. All employees of the transporting subcontractors shall abide by safety production regulations consciously, being familiar with their duties and safety procedure. Work and command without any violation and follow occupational discipline and professional ethnics. All employees enjoy the right to stop any act in violation of regulations to do well in the prevention of accidents. Strengthen the safety management and execute the principle of “Safety First, Prevention Priority”, thus carefully executing responsibility system for safety in production. All Directors of transporting subcontractors shall go to respective contracting regions on time and launch safety activities, in which the Directors shall carry out safety duties carefully and take safety inspection to solve the existing safety problems. In this way, it can establish countermeasures for safety, thus boosting the safety management level.
在安全管理中有突出贡献的个人,在管理评比考核中名列前茅的，将给予嘉奖。
In case of individuals with outstanding contributions during safety management process, rewards shall be granted once they win top honors.
2.3.3.2交通安全管理Transportation Safety Management
首先根据各运输分包商的工作内容和工作量，确定运输工具数量，对运输工具的改装、加固方式进行评价，对不符合运输规范的及时整改，并定期检查运输工具性能状况，尽量避免运输途中出现事故与故障。中转站管理方每月定时公布当月运输计划，运输分包商根据当月运输计划准备运输工具。运输分包商根据运输计划合理安排装车工作。
Determine the quantity of transportation vehicles in accordance with the work scope and amount. Make evaluations on the way of reorganization and consolidation of vehicles. Rectify and improve vehicles not conforming to transporting norms and check the performance and status of transporting vehicles regularly, trying hard to avoid any accidents and fault during transportations. The managing department of transfer stations shall deliver the monthly transport plan on time each month and the transporting subcontractors shall prepare transporting vehicles with reference to the monthly transport plan, arranging the loading job for vehicles in accordance with the transport plan.
督促运输分包商做好对车司乘人员的以下工作：
Supervise and urge the transporting subcontractors to perform acts well for vehicle passengers and drivers as follows.
（1）定期做好车辆维修保养工作，驾驶员每天出车前必须检查车辆安全。
（2）不准驾驶与驾驶证类型不符的车辆，任何情况下都不能违章驾驶。
（3）认真执行道路交通规章制度，服从检查，安全礼让。
（4）雨、雾天行车，要开前灯，使用近光，注意保车持与前车的适当距离；行车要开启指示灯，保持与前车的距离。
（5）严禁酒后驾车。
（6）行车要控制好车速，不违反道路交通安全管理规定。
(1) Maintain and keep the vehicles well regularly. Safety inspection of vehicles shall be performed by the driver prior to the initiations every day.
(2) Any drives of vehicles in discrepancy with types of driver licenses. Under no circumstances shall driving in violation of rules are allowed.
(3) Carry out traffic rules and regulations for road carefully. Accept the check with courtesies and safeties.
(4) In case of drives under rain or fog, turn on the head light with dipped headlight. Keep appropriate distance with vehicles in-between. Pilot light shall be turned on in case of vehicle driving, thus keeping the distance with the front vehicle.
(5) Drive after drunk is prohibited.
(6) Take a good control of speed while drive, without violation of road traffic safety management rules.
2.3.3.3单证交接管理Management of document handover
当完成装车工作后，双方在在出库单（物资调拨单一式三联）上签字，发货方留1联，剩下2联交与运输分包商。货物到达目的地后，目的地中转站签字确认收货，第3联收回留底。运输分包商凭双方确认签字的出库单第2联办理运费结算手续。
After the completion of vehicle loading, both parties shall sign names in delivery voucher (material allocation sheet in triplicate), with one sheet remained in the consigner, and two sheets delivered to the transporting subcontractor. When the goods arrive in the destination, the transfer station makes signatures to confirm the acceptance. The third slip is remained as the record. The freight settlement proceedings can be performed by the transporting subcontractor through the second sheet of delivery voucher confirmed with signatures by both parties.
(1) 财务结算机制Financial settlement mechanism
建立承包商与运输分包商的财务结算机制，定期对运输分包商运输工作进行汇总和确认，及时对运输分包商所提供的服务费用进行结算。
Establish financial settlement mechanism between the Contractor and transporting subcontract, settling the service charges timely provided by the transporting subcontractor.
(2) 建立定期协调会晤机制Establish regular coordination and contact mechanism
根据此项目的运输特点，针对工作中出现的各种问题，建立定期协调会晤机制，与运输分包商积极务实的进行工作沟通。
Establish regular coordination and contact mechanism for various problems occurred during work in accordance with the transporting feature, thus performing practical working contacts initiatively.
(3) 建立奖励与处罚机制Establish reward and punishment mechanism
根据标书中指明的承包商负责AAAAAA境内北部地区运输分包商（第5标段）的物资调运管理的权责，建立奖励与处罚机制。
Establish reward and punishment mechanism in accordance with the management right of material allocation and transportation of transporting subcontractors in north area within AAAAAA (Bid Section 5) specified by the Contractor in the bid document.

(4) 建立事故紧急处理预案Establish accident emergency plan
对分包商在运输中出现的、发生的事故与意外情况，承包商积极参与，给予相应的协助。调动各方资源（如：协调政府机构）解决处理，快速妥善解决问题。
In case of any accidents and conditions unexpected occurred during transportation process of the subcontractor, the Contractor shall participate initiatively, granting corresponding assistance and initiating resources of all parties (for example: coordinating with governmental department) for the timely and proper solutions.
2.3.4中转站建设Construction of Transfer Station
中转站按占地30000㎡计算，每个中转站可存储ф813mm型管线约1730根（全长20760m）、ф1016mm型管线约1242根（全长14904m）。选址地点XXXXXX市XXXXXX边贸区内，库区分为11个货物存储区，1个倒管区。1个1256 ㎡生活区，其中包括1个200 ㎡室内库房，1个停车区，5个办公室，1个休息室。中转站库区外围道路宽20m，库区内道路宽16m，共有横向道路4条，纵向道路3条。场地办公及生活区住房采用环保隔热型轻钢泡沫活动板材（或砖房）建造。
中转站建设基本要求：

Basic requirement for the construction of transfer station
（1）场地平整，设有排水系统，能够保证雨季中转站正常作业。
(1) Smooth ground with drainage system, thus ensuring the normal operation of transfer station during rainy season.
（2）管垛按照要求建造，防水防压，高度不小于0.3m，间距为7m左右，紧密排放，管垛两头用深埋钢管作挡桩，防止钢管滚滑。
(2) Pipe stack is piled according to requirement to prevent water and pressing, and the height shall not be lower than 30cm with spacing around 7m, which shall be packed closely to prevent the skid of pipes.
（3）围墙及大门的建设符合标书要求，达到防盗保护作用。
(3) Fence and gate construction shall meet the requirement of bid document, realizing the use of theft protection.
（4）场地规划适合大型车辆作业、通行，吊装设备正常运转。
(4) The site planning shall apply to operation, passage and normal operation of hoisting equipment.
（5）中转站堆场内区域划分明确，便于各型号、规格管材存取。
(5) The area layout shall be identified clearly in the storage yard of the transfer station, thus facilitating the storage and withdrawal of pipe materials of various models and specifications.
（6）中转站各项设施应符合HSE标准，杜绝安全隐患。
(6) All facilities at the transfer station shall comply with HSE standard, against any potential risk of safety.
