1.1项目简要介绍Brief Introduction of the Project
XXXXXX油气管道工程起点位于AAAAAA西海岸XXXXX，终于XXXXXX边境的XXX（与XXXXXX接壤）。天然气管道长793km，管径φ1016mm， 原油管道长771km，管径φ813mm，钢管材质API 5L X70，均采用3层PE防腐。
XXXXXX and AAAAAA Oil and Gas Pipeline Project starts from Ramree Island, west coast of AAAAAA , which passes through XXXXXXX, boarder of XXXXXX and AAAAAA (bordering on XXXXXX, XXXXXX Province). The gas pipeline is 793km in length with pipe diameter being 1016mm. The crude oil pipeline is 771km in length with pipe diameter being 813mm. With API 5L X70 material, three-layer PE corrosion protection are applied in the steel pipes.
第2标段（AAAAAA北部地区的物资调运管理及XXXXXX中转站建设与管理）的工作主要包括四个方面的内容：
The work in Bid Section 2 (material allocation and transportation management north AAAAAA area as well as construction and management of XXXXXX Transfer Station) consists of items of four aspects as follows.
第一，负责接收由北线进入AAAAAA境内的甲供物资，即承包商组织人力、物力在XXXXXX中转站接收供应商生产的钢材、管材、阀门、通用设备、自控设备、电力设备和材料等。
1.1.1 Accept the owner supply materials entered AAAAAA through north line, which means the Contractor makes human and material resources to accept the items in XXXXXX Transfer Station from various Suppliers, including steel, tube and pipe, valve, universal device, auto control equipment, electric equipment and material.
第二，负责办理进入AAAAAAXXXXXX的物资清关工作；即在项目运输车辆进入AAAAAAXXXXXX之前制作和整理各项清关单证和文件，确保清关工作顺利进行。
1.1.2 Handle customs clearance for materials entering XXXXXX. In details, prior to the XXXXXX entrances of project transport vehicles, contact the customs office and submit various documents required for customs clearances, thus ensuring smooth clearance operation.
第三，负责AAAAAA北部地区运输包商的物资调运管理（第5标段）；该项目在AAAAAA共设置XXXXXX和XXXXXX两个中转站，XXXXXX中转站作为枢纽，需要向XXXXXX中转站分拨调运物资，这同时要求承包商对北线运输分包商实行有效管理，要求其配合完成好各类物资的转运工作。
1.1.3 Be responsible for the material allocation and transportation management in north area in AAAAAA for the transporting contractors. (Bid Section 5). Two transfer stations are arranged in the project in north area of AAAAAA. Among the transfer stations, XXXXXX Transfer Station is the hub, which needs to allot and transport materials to the other three stations. Meanwhile, it requires the Contract take effective management for the transporting subcontractors in north line, , asking them to cooperate well for the transferring operation of various materials.
第四，负责XXXXXX中转站的建设与管理；XXXXXX中转站作为北部物资调配枢纽中转站，需要完成各类物资的装卸和中转任务，工作量巨大，因此需建设完成与之配套的仓储管理设施、吊装设备，并制定相应的规章、制度和管理办法，做好物资的短倒、装卸、发运和单据等工作。
1.1.4 Construction and management of XXXXXX Transfer Station. As the hub transfer station for the transportation in north area, XXXXXX transfer station has to undertake the acceptance, discharge and circulations of diversified materials, which is full of onerous duties. Therefore, the storage management facility and lifting devices in conformity to the transfer station shall be made with corresponding rules, regulations and managing method. In this way, it can do well in short transhipment, handling, forwarding and documentation of materials.
1.2项目范围Project Scope
本项目主要涉及三个层面，即：业主、承包商和分包商。
首先，承包商在与业主的工作范围划分中，将主要承担：
Three parties are involved in the project: the Owner, the Contractor and the Subcontractor.
The main jobs of the Contractor are listed as follows during the working scope allocations between the Contractor and the Owner.
（1）根据项目需要，负责与供货商的协调与衔接工作。
1.2.1 Cooperate and link with the Supplier on account of demands.
（2）负责业主要求AAAAAA项目物资的进口清关工作。
1.2.2 Customs clearance of materials imported to AAAAAA required by the Owner.
（3）负责中转站的建设与管理。包括：仓库租赁（或建设）、办公及生活施的建设及提供配套的设备、设施；建立物资中转站工作流程、作业规范及各项管理制度，并使其符合业主的有关规定；负责中转站人员、设备、设施的管理。
1.2.3 Construction and management of transfer stations. It includes warehouse lease (or construction), construction of office and living facility, supply of accessory equipment and facility; establishment of flow of work, working specification and various management system, thus meeting relevant required specified by the Owner; management of personnel, equipment and facility of transfer stations.

（4）按照业主的指令负责组织到货物资的验收、装卸车、倒运、堆码堆存、入库、机具维护和保养、安全等工作；
1.2.4 Organize to perform many jobs in accordance with the command of the Owner, including examination and acceptance on materials arrived, loading and uploading of trucks, transshipment, pileup, warehouse storage, tools maintenance, cure, safety and the like.
（5）按照业主运输计划发运管材和物资，以及的装车工作；
1.2.5 Dispatch materials in accordance with transport plan of the Owner, handling the trucks uploading of materials dispatched.
（6）按照到货通知单（合同），做好物资的外观质量和数量的验收；及时做好物资的收、发、调拨、保管、转运等单据管理，做到帐实相符、单单相符、检验、收发单据齐全、准确；
1.2.6 Take examination and acceptance of materials in terms of appearance quality and quantity in accordance with the rail advice (contract). Take document management for materials in good time, including the acceptance, dispatch, allocation, storage and transfer, thus realizing the agreement between the account and the truth, agreement among orders, complete and precise documents for examination, acceptance and dispatch.
（7）负责各种统计资料、报表的编制，并及时报送业主，同时还需负责竣工资料的收集、整理、编制、组卷、归档工作，建立完善的文档资料交接、验收、管理、分类、整理、编制工作流程。
1.2.7 Establishment of various statistics materials and statement, which shall be sent and submitted to the Owner immediately. Besides, the Contractor is responsible for the collection, arrangement, establishment, filing and archiving of finishing materials, thus establishing improved flow of work for document materials with regard to handover, examination and acceptance, management, classification, arrangement, establishment, and filing.
（8）按照业主要求，负责剩余物资的回收及转运的组织工作。
1.2.8 Organize to reclaim and transfer the surplus materials on basis of the requirement of the Owner. |
