按照正常卸货速度,散货船船吊卸一根管子预计5分钟,一车ф1016mm气管卸货时间为15分钟,ф813mm油管卸货时间为25分钟。以一船装3000
根管材,码头一天工作8小时。预计卸一艘船需要12天(CQD装卸时间)。而船船直取卸货速度慢,卸一根管材需要8-10分钟。一艘25000吨散货船船长140-160米。配置3个船吊,三个船吊距离110-130米,驳船一班船长40-55米,为了保证安全卸货,同时只能有2个船吊正常工作,因此卸2艘船需要1天半,且后续船舶必须跟上,需要投入更多驳船等待卸货。预计卸完一艘3000根管材的时间为30-35天,滞期20天(根据CQD时间计算)。一艘25000吨散货船滞期费为每天20,000USD,预计每船共产生滞期费500,000 USD。按照XXXXX港周转1082公里管材辆计算,项目共产生滞期费约15,000,000USD。
According to the normal discharge rate, it will take 5minutes for bulk cargo ships to unload a pipe, 15 minutes for a car
with ф1016mm windpipes, 25 minutes for a car with ф813 oil pipes. It is known that a ship can hold 3000 pipes and the job time at port is eight hours and that it is estimated that it will take 12days to discharge a ship (CQD handling time).While the unloading rate of direct ship to ship is slow , and unloading a pipe requires 8-10 minutes. A 25,000 t bulk carrier with length of 140-160 meters is equipped with 3 ship tackles with 110-130 m from each other, and the length of the barge master is 40-55 m. In order to ensure the discharge safety, and at the same time there are only two ship tackles working , therefore it takes one day and a half to discharge two ships, and the following-up ship must keep pace, and more barges is need for waiting unloading. It is estimated that discharging a ship with 3000 pipes call for 30-35 days, with demurrage of 20 days (based on CQD calculations).If the demurrage charge of one bulk cargo ship with 25000 ton is 20,000 USD per day, it is estimated that the demurrage charge of one bulk cargo ship is 500,000 USD. According to calculation of overturn of 1082 Km pipes of XXXX port, demurrage charge caused by the project is about 15,000,000 USD.
加之船船直取占用码头泊位时间长,周转效率低。收货验货需要在驳船上进行,不容易检查。人员安全、管材装卸安全隐患高,HSE风险大。如
果在锚地进行船船直取安全隐患更大,因此我方放弃了船船直取方案,要求所有管材全部倒运至中转站,方便收货和管理。

As abandoning ship to ship direct access program, all the pipes shall be transferred to XXXX transit station. In order to
increase the control and mobilization of XXXX transit station and strengthen the role of reservoirs, it needs to be expanded based on the original 40,000 square meters. According to the calculation, 40,000 square meters space is expected to stockpiling two specifications steal pipes of ф813mm and ф1016mm, 30 km for each. 及运输过程中遇到的困难和问题,保证管材运输物资顺利及时到达目的地。

contractors, transport subcontractors and suppliers of transportation and other operating units of the. 运输质量和计划完成情况等工作进行评价。通过执行奖罚制度,增强运输分包商加强运输服务意识,调动运输服务积极性,使运输工作顺利完成。
4.1.3.2 Establish assessment, reward and punishment system for the transport sub-contractors, and strengthen the sub-
contractor management. Scientific and reasonable award and punishment is established through continuous improvement of the operational procedures. Evaluation of transportation quality and plan completion is carried out on regular for the transport sub-contractors. Enhance the transport sub-contractors to improve awareness of transportation services through the implementation of reward and punishment system and mobilize the enthusiasm of the transport service for the smooth transport.
4.1.3.3 加强各方联系,建立单据传递,日报周报抄送制度。为了使中转站承包方及时了解厂家生产进度和发货进度,及时收到清关单据,及
时对运输分包商运输问题反馈和解决,供应商和运输分包商发给业主的单据、日报周报应抄送中转站承包方,减少因信息不畅带来的的损失。
4.1.3.3 Strengthen the relations of various parties, and establish the document delivery, daily and weekly report system.
Suppliers and transport sub-contractors should copy the bill of documents, daily and weekly reports to contractor of transit station when they hand out these to owners, so that the contractors of transit station can keep abreast of production and shipments schedules, and receive documents of customs clearance in time, and make timely feedback and settlement on transportation problems the transport sub-contractors to reduce the losses caused by poor information.
