3.3.7 Overall communication and coordination elements
（1）远洋船舶到达XXXXX前工作程序：根据业主提供的各发货商发货情况，制作远洋船舶状态跟踪，要求各发货商按照航运惯例在船舶到港前7/5/3/2/1天日报，掌握船舶动态；在船舶到港前与港务局进行协调靠泊码头工作。
(1) Procedures before ocean-going ships arrive at XXXX: according to shipments provided by the owners, making the ocean-going vessels state tracking, requiring shippers to make daily reports 7/5/3/2 / 1 day before arrival in accordance with shipping practices to master ship dynamics; coordinating with the port office with the berthing before the ships arrival.
（2）清关工作程序：协助业主与各发货商进行沟通、协调，催促发货方及时将全套清关单据及时交给业主，收集并准备进口清关所需单据，争取在船舶进入XXXXX港锚地前完成清关放行工作，减少船舶等待时间。
(2) Clearance procedures: helping owners and to communicate and coordinate with shippers, urging the shippers to give the complete documents for customs clearance to the owner in a timely manner, collecting and preparing invoices needed by imports clearance, and trying to complete the clearance and releasing before the ships enter XXXX port to reduce ship waiting time.
（3）卸船工作程序：根据预计到达船舶信息，提前准备运力和卸力，做好接货卸船工作。遇到不同厂家预计抵港时间相近，提前向业主发出通知，根据业主指示，合理调配运力和卸力，争取卸船工作顺利实施。
(3) Unloading procedures: according to information of pre-arrival ships, preparing in advance the transport capacity and discharge capacity, do good job for receiving and unloading. Encountered the similar estimated time of arrival of different companies, noticing the owners in advance. According to the instructions of owners, reasonably dispatching transport capacity and discharge capacity for smooth implementation of the discharge.
（4）中转站工作程序：由远洋船舶短倒运输到中转站的防腐钢管，按照发运人、型号、口径、好坏管区进行分垛堆放，将信息录入电脑系统，出库时也出做好信息统计核对工作，做到数据准确无误，不发生发错管情况。
(4) Operation procedures of the transit station: for corrosion steel pipes from ocean-going vessels through short-distance reverse, distinguishing, sorting and storage in accordance with the shippers, model, caliber, state of good or bad, and putting the information into computer, doing information statistics and checking when ex-warehouse without information failure and no wrong pipes.
（5）根据业主和施工单位工作进度，每月编制各个中转站的发运计划。使运输分包商合理调配组织运输车辆和驳船，建立规范的单据交接，信息传递流程，优化运输，缩短运输周期，提高运输效率。
(5) According to the work progress of the owners and construction unit, preparing shipment plan for various transit stations each month. And allowing the transport sub-contractor to reasonable allocate vehicles and barges, establishing standard bills handing-over, information transmission process, transport optimization, reducing transportation cycle and improving transport efficiency.
（6）与XXXXX港港务局密切联系，及时了解MITT码头及其他码头泊位及堆场使用情况，对可能出现的泊位紧张提前做出预判，及时向业主、管材物资生产厂家、和第3/4标段运输分包商反映，合理调配控制船期及驳船挂靠时间，保证卸货装和工作平稳连续顺畅。船舶预计抵港前七天向港务局发出通知，积极协调港务局相关人员，配合船东当地代理优化靠泊方案，争取管材运输船只优先靠泊MITT码头，减少装卸及短倒费用。
(6) Keeping close touch with port office of t XXXX Port to know the berths and stacking of MITT and other ports, making pre-estimation of possible berths strain , reporting to the owners, manufacturers and transport sub-contractors of the three fourths section and reasonably allocating sailing time and barge stop time, ensuring smooth and continuous unloading and loading. Issuing a notice to port office sever days prior to the estimated arrival of ships, actively coordinating the relevant staff of port office and cooperating with the local agents of the shippers to optimize berthing plan to try for the for berth priority of pipe transport ships to reduce the cost of loading and unloading and short-distance reverse.
（7）按照标书及合同要求协调管理运输分包商，建立合理，完整的分包商管理考核制度。规范运输、装卸、绑扎加固及HSE管理流程，使管材货物安全快速运抵各中转站。对不按照合同及规范要求的，限期作出整改，整改后仍无法达到要求的，及时报业主协调解决。
(7) In accordance with requirements of the tender and the contract, establishing reasonable and complete sub-contractor management appraisal system, normalizing transport, loading and unloading, binding and reinforcement and HSE management processes, so that safe and fast arrival of the pipe cargo. For these not abiding by the requirements, rectification/reform within a prescribed time limit, reporting to the owners to solve the problem for those that still fail to meet requirements.
