一般情况下，货主或船方确定XXXXX港具体停靠码头后，通过船方提前报XXXXX港务局，由港务局审批同意后方可停靠。否则港务局有权根据船只以及码头情况指定卸货码头。

目前，XXXXX港主要有三个码头，即MITT、SPW、AWPT，业主指定的中转站就位于MITT码头院内。按照要求，外海船舶到港时，需由第1标段的承包商负责向港务局申请靠泊码头，如果MITT码头出现泊位紧张无法挂靠时，只能先靠泊其余码头，然后再由其他码头将防腐管汽车运输短倒至MITT码头内的中转站，此部分费用经过向业主澄清，已口头表明将实报实销，但是如果挂靠其它非MITT码头将增加汽车短倒运输距离，保持同样的卸货速度必须增加运输车辆，并且穿越人口稠密的市区，将增加安全风险。

应对措施：按照远洋船舶挂靠最远码头方案配备XXXXX港汽车、吊车等机具运力。Response: In accordance with the program that ocean-going vessels stop farthest dock, automobiles and cranes and other equipments capacity shall be equipped for XXXX port.

业主招标文件中未能提供钢管供货商详细的月度或周供货计划，钢管供应商考虑整船发运等因素也会自行调整发运计划，这样供管方发货动态很难精确掌握，项目运行过程中会出现几家供货商远洋船舶同时到达XXXXX港靠泊待卸，而配置的运力和吊力无法满足卸船要求，将产生远洋船舶滞期风险。应对措施：在投标书以及合同中明确注明第一投标中配备的短倒车辆和吊车等机具均是按照一条远洋船卸力要求配备，出现几条船同时到达情况产生的滞期费，我方不负责，另外明确注明因为供货方没有严格按照供货计划提前或者拖后发运货物，由此引起的责任和损失由供货方承担。

工作组人员定期休假，适当开展体育活动，对职工宿舍、办公区域定期使用消毒液消毒或采取其它消毒措施，识别当地可能发生的传染病、流行病，根据实际情况制定预防措施，必要时需对工作组人员进行接种疫苗或回国暂避。同时，配备各类急需药品，并具备一定的防蛇、虫害措施。

在住宿及工作场所配备必要的消防设施，定期组织人员进行检查，并与相关单位建立紧急联系机制，加强堆场的保卫工作，堆场负责人主管安全保卫工作，建立保卫部门，配备专职保卫人员，若治安条件恶劣时将配备武装保卫。此外，经常对职工进行安全保卫工作教育，同时要结合实际情况，建立门卫检查、警卫执勤、巡逻、值班等制度，以确保堆场安全。
