3.2.6 HSE plan
物资中转站的建设主要涉及对土地的平整和改造、垛位的建立和划分以及办公场所、仓库、食堂等生活必备设施的修建。
The materials transfer station construction mainly refers to land formation and transformation, stacking establishment and
division and the establishment of offices, warehouses, canteens and other necessary living facilities.
CPTDC将认真贯彻HSE管理理念,在中转站的建设过程中,将遵循以下原则:

(1)坚持“以人为本、安全第一、预防为主”的方针,本着“谁主管、谁负责”的原则,以法治企,落实安全生产责任制,强化监督管理。
(1) Adhering to the guideline of "people-oriented, safety first, precaution crucial " and the principle of " who is in charge
and who is responsible " and managing enterprise’s affairs in accordance with the law, implementing safe production responsibility system and strengthening supervision and management.
(2)实施风险管理,努力降低风险,杜绝各类事故的发生。
(2) Implementation of risk management, and trying to reduce risk and eliminate all accidents.
(3)坚持“清洁生产、防治结合”的方针,本着“谁建设谁保护、谁污染谁治理”的原则,强化环境管理,采取有效措施,防止生产建设和其
它活动中产生的废水、废渣、污油、噪声等对环境和居民生活造成的污染和影响,推行清洁生产,努力创建“绿色管道工程”,实现经济效益、环境效益和社会效益的统一。
(3) Adhering to the guideline of "cleaner production, combination of prevention and management and the principle of "who
builds and who protects, who pollutes and who  manages", and strengthening environmental management, taking effective measures to prevent the pollution and effects on the environment and inhabitant living caused by wastewater, waste residue , dirty oil and noise in the course of production construction and other activities, promoting clean production, making efforts to create "green pipeline project" to achieve unification of economic, environmental and social benefits.
(4)实行领导承包责任制,项目总经理亲自抓,对项目HSE工作负总责。
(4) Implement of leadership contracted responsibility system, general manager does things in person and assumes the overall
responsibility for HSE.
(5)开展HSE知识宣传教育,普及HSE科学知识,提高职工HSE意识,实行全员参与,全员监督,倡导保障健康、安全生产、维护环境人人有责
的新风尚。
(5) Carrying propaganda and education of HSE, popularizing scientific knowledge of HSE, improving HSE awareness of staff, and
implementation of all employees joining and supervising, and advocating the new trend of ensuring the health, safety production, and care for environment, everybody's obligation.
(6)建立奖惩制度,对在HSE工作中做出显著成绩的单位和个人给予表彰,对危害人体健康、违反HSE各项管理规定的单位和个人,依照规定给
予处罚和批评。
(6) Establishment incentives system and awards for the units and individuals that have made remarkable achievements in HSE
and the units and individuals that have caused harm to human health and in violate the regulations of HSE will be punished and criticized in accordance with the provisions.
3.2.7 原貌恢复方案
3.2.7Original conditions restoration plan
在物资中转站完成物资的中转任务后,将对其进行拆除,在征得业主同意的前提下,还原地貌地表特征,并对拆除下来的垃圾进行有效地处理
,避免造成对当地环境的污染。地貌恢复工作可能涉及以下内容:
After complement of goods transit at transit station, it will be removed, and characteristics of surface and landform will be
reverted on the premise of the approval of the owners, and garbage from the removal will be dealt with effectively to avoid the pollution to the local environment. Landscape restoration may involve the following:
(1)恢复营区和工区的所有自然排水道。
(1) Restoration of all natural drainage channels of the camp and the work area.
(2)为防止水土流失,应修筑相应的护坡堡坎。
(2) To prevent soil erosion, according slope protection should be built.
(3)之前临时修筑的人行、车行通路应恢复原状,如土地主人要保留道路供自己使用,应向其说明可能产生的环境影响,在转交道路之前,要
求土地主人进行确认。
(3) The temporary construction of accesses for pedestrian and auto should be renewed, and if the land owners who want to
retain the road for their own use should be told the possible environmental effects, and the land owners are required to confirm before transmitting the roads to land owners.
(4)清除施工作业所留下的临时建筑设施、清除建筑垃圾;清除施工作业所留下的废弃物(如废弃的管道短截、架设的临时电气线路、过水管
、便桥等)。
(4) Removal of temporary building facilities left by construction and construction waste; removal of waste left by

项目组制定的仓库接货流程为:中转站负责人接送货通知→仓储负责人做好接货准备→载货车辆到达仓库→装卸负责人安排卸货→办理货物交
接手续→货物入库仓储。
Goods picking-up process in warehouse developed by the project team: the leaders at transfer station receive delivery notice
→the leaders in the warehouse make good preparation for receipt → laden vehicles arrive at warehouse → the persons in charge of handling goods arrange discharging → transactions of handing-over procedure → goods storage .
送货车辆到达仓库后,各运输分部装卸负责人与送货司机根据随车《货物运输单》(注明车号、送货日期、货物名称、件数、单件重量、包装
种类等)清点、核查货物,双方核查无误后,在每车的《货物运输单》上签字办理货物交接手续,并注明到达时间、包装状态等。
After delivery vehicles arrive at the warehouse, the leaders of each transport segment and the drivers check and verify the

各运输分部仓储负责人根据货物实际情况,包括包装状态等,办理入库手续。入库规划程序根据仓库现状结合货物信息设计入库操作的计划,
包括货物存放的地点,经过项目分部确认后,仓储负责人执行入堆场流程,将货物整齐地码放到货位中,并将货物变化更新到仓库数据中。
The leaders of storage of each transport subsection are responsible for conducting storage procedures under the actual
circumstances including the packaging states and so on. Storage operations plan is developed for storage planning process according to the warehouse status and combined with the goods information, including the goods storage location. After the project division confirms, the leaders of warehouse perform entering-yard process, and put the goods in place in good order, and update the warehouse data according to the goods changes.
对入库货物实行统一管理,不仅可实现对进出仓库的货物进行查询,而且可以掌握仓库的使用情况,查询货位、箱位的占用和剩余可使用情况
。为此,将强化仓库的接货控制,编制安全存量的设定、库位的设定,规范入库管理、库内移动、出库管理,加强统计分析管理、报表管理等方面的工作。

仓储管理,一方面让招标方和总指挥部掌握到达货物目前的状况,另一方面也便于在接送货物发生问题的时候分析错误出现的可能区间、问题
产生的可能因素,以避免类似的问题发生。
For warehouse management, on the one hand, the tender side and the headquarters may master the current status of the arriving

采用两种形式加强仓储管理,一种是历史数据跟踪管理方式,一种是实时动态数据跟踪管理方式。前一种方式是利用仓库数据库中的存货单数
据、拣货单数据、配送单数据、签收单数据等这些流程数据来大致估计目前仓储情况,以便分析货物流向、加强货物信息跟踪。但是如果是需要实时的货物数据,这种方法无法满足要求,尤其是对于配送途中的货物,因此将结合第一种与第二种仓储管理方式为招标方提供最优良的仓库接货控制。
Two forms are adopted to enhance storage management. One is historical data tracking management, and the other is real-time
dynamic data tracking management. For the former, process dates in the warehouse database including stock list data, picking list data, distribution data, and receipt list data are adopted to roughly estimate the present storage conditions for the analysis of cargo flows and enhance cargo information tracking. However, if this method can not meet the requirements of real-time goods data, especially the goods on way of the distribution, so the tender side can be provided with best receipt control through the combination of the above two management approaches.
3.3.1.3 中转站发货流程
3.3.1.3 Shipment process of transit station
项目组制定的货物装载流程为:接项目总指挥部指令→分部负责人发布装货通知→仓储负责人做好出货准备→车辆到达仓库→仓储负责人办理
出库手续→办理货物交接手续→装卸负责人安排装车→重车发出。
The cargo loading process developed by project team is as follows: take command issued by general headquarters →The leaders
of division issue loading notice → the leaders of storage make good preparation for sending → vehicles arrive at warehouse →the leaders of storage handles out ex-warehouse procedures→ transacting cargo handing-over procedures → The persons in charge of loading and unloading arrange for loading →sent loaded vehicles.
在完成每辆车辆的装车加固之后,将所发送货物和发车时间通知招标方和项目总指挥部。
Upon completion of loading and reinforcement of each vehicle, the tender side and the project headquarters will be informed
the goods and departure time.
