加固原则
Reinforcement principles
针对XXXXX管线项目施工设备陆路运输途经路况、桥梁等特点,合理配载、加固是非常重要的,在设备装运过程中我司将坚持以下货物装载原则:
It is very important for reasonable cargo stowage and reinforcement according to the road and bridge conditions that equipments land transports of AAAAAAA pipeline project pass through. Our company will adhere to the following principles of cargo loading in the process of equipments shipment:
(1)大不压小、重不压轻、合理配载,充分使用运载工具的核定载重量和容积。
(1) No bigger boxes on the top of the smaller and the lighter without the pressure of the heavier, reasonable cargo stowage, full use of rating deadweight and volume of vehicles.
(2)货物均衡、稳固,合理地分布在运输工具车底板上。不超载、偏载、集重、偏重。
(2) Goods balance and fixedness, reasonably distributed on the floor of the trunks. No overloading, partial loading, concentrated weight or laterality.
(3)充分利用运输工具容积,巧装满载,有条件时货物采取大小套装、轻重搭配的办法。在运输过程中,货物不发生移动、滚动、倾覆、倒塌、坠落等现象。
(3) Full use transportation volume, skillful and full load, combination of the bigger and the smaller and combination of the lighter and the heavier adopted when condition permitting. During transport, no goods movement, roll, overturning, collapse or falling and so on.
(4)货物的长度、宽度、高度、重量、体积,不得超过公路运输要求,货物重量不得超过运输工具允许的载重量。
(4) The length, width, height, weight or volume of cargoes shall not exceed the requirements of road transportation, and the weight of cargoes shall not exceed the permitted deadweight of transportation.
(5)大型设备要根据货物的尺寸及重量合理配载,根据成本及操作方便,选择适当的运输车辆。

注意事项

为避免在装卸作业环节对设备的外观损坏,凡是带轮可自行驾驶的车辆均采用通过自爬方式装车,设备卸车时也采用自行驾驶卸车,对于普通设备而言,在吊装作业中,采用平衡梁装载,同时在起吊钢丝绳与设备接触部分采用橡胶垫垫衬,以利于保护设备外表漆面,避免漆面被刮伤。

对于大型设备高度超出规定高度时,能够拆解的部分建议进行拆解,对于不能拆解的设备,采用特种平板车安排运输。
For the large-scaled equipments which exceed the required height, disassembling is suggested for the disassembled parts, while special flatbed trunks are adopted for the other parts.
加固及安全保障措施
Reinforcement and security measures
使用平板车装载长度或宽度超出车底板的货物,要用镀锌铁线、钢丝绳、铁链或导链与车体捆绑牢固。钢丝绳、铁链或导链和设备接触的部分必须使用橡胶垫进行防护。对于带轮设备捆扎加固时,必须使用角木衬垫车轮,防止车轮滚动,角木应与车板的地板固定。集重货物,应在平板车地板铺设垫木和草支垫、稻草绳把,装载量可以达到车辆容许载重量。对于大型设备、贵重物品的运输,要使用押运人员,以随时检查设备是否有窜动现象。
If the length or width of cargoes is beyond the floor of flatbed trucks, the cargoes should be firmly tied with the body with galvanized iron wire, steel wire rope, iron chain or leading chain. The rubber pad must be used for the contact part of the steel wire rope, iron chain or lead chain and equipments for protection. For the binding and reinforcement of devices with pulley, wheel with angle wood liner must be used to prevent the wheels rolling, and angle wood should be fixed with the floor of flatbed trucks. 3.1.2 运输进度计划

根据招标文件总体进度安排细化。至少包括港口接收、XXXXX港口直接转运、XXXXX中转站倒运、内河运输、公路运输、临时码头卸货的计划。
Transport schedule is detailed according to the general progress of the tender documents. The plans include at least the receive of ports, direct transshipments of XXXX port, reversed transport of XXXX transfer station, inland water transport, road transport, temporary port discharge.
根据业主的发货计划与工程的施工进度制定运输计划。充分考虑当地的运力与气候因素对运输的影响,同时考虑中转站的存储能力。XXXXX作为此项目在XXXXX中南部地区物资的集散地、中转地关系着整个工程建设的进度,责任重大,因此在制定运输进度计划中认真分析、充分考虑、整体布局。
Transportation plans are developed according to the delivery plans of owners and projects schedule. The impact of local transport capacity and climate should be taken into full consideration, and at the same time, the storage capacity of transfer stations is also considered. XXXX, as distribution center and transit site of goods of this project in the central and southern AAAAAAA, relates the overall the progress of project construction, which bears great responsibility, so careful analysis, full consideration and overall layout should be given for the development of transportation plans .
由于招标书内未具体列明各阶段具体的到货计划和发运计划,因此按照均衡发运的原则进行测算。

In combination with transport experience of other pipeline projects and analysis of the transport characteristics of this project, control plan of transportation cost are mainly embodied in the following:, timely clearance after the arrival of the goods to avoid the vessel retention; the reduction of reversed transport times after taking the delivery, evaluation of modification and reinforcement of vehicles, timely rectification of vehicles that do not meet the transport standards, and regular inspection of performances of vehicles, trying to avoid the additional costs caused by the accident and failure during transportation, reasonable storage, reducing reversed transport times in the field .
