3.1 物资调运管理要点 3.1 Highlights of material distribution management 根据招标方招标书的界定:第1标段负责XXXXX境内中南部地区运输分包商的物资调运管理;负责协助办理进入XXXXX船舶停靠码头的申请;负责办理物资清关工作;负责由XXXXX港进入XXXXX的物资调运至中转站的短倒运输及管理;负责中转站的物资调运管理,接货、配载、装载、场内分检倒运、登记、制单、运输管理等工作;负责XXXXX中转站发运到其他中转站或工地的场内短倒、装车、发放单据凭证、跟踪车船运载工具的信息以及核销工作;负责XXXXX中转站的日常管理与信息沟通。 According to the requirement in Bidding Documents, Contract Section No.1 shall be responsible for: material distribution management of transport subcontractors in south central area of Burma; application for entering into XXXXX docking wharf; material customs clearance, transport and management of material from XXXXX Port to transfer station; material distribution management, goods reception, loading, internal handling, recording, documents preparation, transport management at the transfer station; short-distance transport, loading, documents and evidence distribution, tracing information of vehicles and ships from XXXXX transfer station to other transfer stations or jobsites; routine management and information communication at XXXXX transfer station. 调运管理流程图: Distribution management flow chart: 3.1.1 运输分包商管理流程 3.1.1 Management of transport subcontractor (1)认真落实项目指挥部下达的各项决议和指令,团结协作,优质服务,顾全大局,分担责任,安全、及时地完成招标方的货物存储中转任务。 (1) Each resolution and instruction given by project headquarters shall be carefully implemented with good cooperation and service in order to fulfill the task of goods store and transfer with safety and punctuality. (2)为防止货物积压,中转站车辆调度负责人将与招标方、各运输分包商保持密切联系,制定运输计划,合理安排日常运输驳船和车辆,随时对驳船和车辆进行必要的调度、调整,保证所需运输资源的数量。 (2) In order to avoid goods overstock, the person in charge of vehicle dispatch at transfer station shall keep close contact with Employer and each transport subcontractor, prepare transport plan, properly arrange routine transport barges and vehicles based on actual situation in order to meet the transport requirement. (3)为避免风沙、雨淋对货物的影响,汽车运输时,要苫盖蓬布以保护货物。 (3) Paulin cover shall be provided on transport vehicle to protect goods against the impact of sandstorm or rain. (4)中转站设有专人负责日常管理工作,如运输计划、组织管理、车辆调度、司机的安全教育和管理、车辆维修、救援等,并与物资设备的起运地、终到地的负责人保持密切联系。 (4) At the transfer station, specially appointed personnel will take charge of routine management, such as transport plan, organization and administration, vehicle dispatch, safety education to drivers, vehicles maintenance and rescue, close contact with responsible personnel at the shipping place and destination of goods. (5)要加快车辆周转速度,合理调度,并保证足够的备用车辆,以备不时之需。 (5)To expedite the handling speed of vehicles and ensure adequate standby vehicles. (6)中转站的工作人员将严格履行岗位责任制,装车前检查车辆的底板及边板是否破损残缺、是否有可能对包装物造成损坏,如发现有此现象应立即进行修理,如未通知将追究相关人员的责任。 (6) The staff at transfer station shall strictly follow the post duty system. Prior to loading, the soleplate and side plate of vehicle shall be checked against any damage or any possibility of damaging package, which shall be repaired immediately if any. (7)加强运输车辆的检查、维修,对不符合安全条件的车辆,及时进行改进,验收合格后方可投入运营。 (7) Special attention shall be paid to the inspection and repair of vehicles. Any vehicle not complying with safety requirement shall be timely improved, and cannot be put into operation before it is checked to be qualified.
3.1.2 中转站各项操作要求 3.1.2 Operation requirement of transfer station 3.1.2.1 管材装卸要求 3.1.2.1 Requirement on handling of pipes (1)管道装卸作业主要有:中转站装卸和码头装卸,主要装卸设备:吊车。 (1) The handling of pipes includes: handling at transfer station, handling at wharf. Main handling equipment: crane. (2)吊车必须具备安全合格证、检测报告,吊车超载限制器、力矩限制器、上升极限位置限制器、下降极限位置限制器等安全防护装置必须配
备齐全。 (2) The crane must be provided with safety certificate, test report, as well as complete set of safety devices, including load limiter, moment limiter, up position limiter, down position limiter. (3)吊车使用单位要经常对在用的吊装设备进行检查维保,并制订一项定期检查管理制度,包括日检、周检、月检、年检,对起重机进行动态监测,有异常情况随时发现,及时处理,从而保障吊装设备安全运行。 (3) The crane user shall often inspect and maintain the lifting devices, and prepare regular inspection management system, including daily inspection, weekly inspection, monthly inspection, yearly inspection, and dynamically monitor the crane. If any abnormal situation is detected, it shall be solved in time in order to ensure the safety of lifting devices. (4)吊装作业基本要求: (4) Basic requirements on lifting operation: 吊车工作场地应保持平坦坚实,并应与沟渠、基坑保持安全距离。 The workyard of crane shall be flat and stable, and be away from ditch or pit in a safe distance. 各个中转站(半径在十公里之内的相临中转站可共设一个测风仪,但要保证相互之间建立有效的通讯联系)必须安装风力测定仪,专人监测,测得工作现场瞬间风力达到6级以上时及时通知吊装作业人员。吊装作业人员接到停止吊装,作业通知时,必须立即停止吊装作业。 Each transfer station shall be installed with an anemometer (transfer stations located within a radius of less than 10km can share one anemometer, but effective communication shall be ensured among such stations.). When the instant wind power at site is monitored to be more than grade 6, the lifting operation personnel shall be notified timely. Unauthorized personnel are forbidden to enter operation site. 各种车辆进入作业区,应严格遵守限速规定。 Vehicles in the operating zone shall comply with speed restriction requirement.

Prior to resumption of operation, the crane shall be inspection whether working normally. 3.1.2.2 管材运输要求 3.1.2.2 Requirement on pipe transportation (1)管道倒运作业主要有:光管倒运、成品管倒运、场内管道倒运。 (1) Pipe handling operation includes: bare pipe handling, finished pipe handling, pipe handling within the yard. (2)管道倒运车辆应具备:证件齐全,车况良好。设置管道固定措施,固定措施应能够有效防止管道左右、前后晃动或滑落,防止管材损伤。倒运车辆驾驶员严格遵守有关规定,严禁违章驾驶。 (2) The vehicles used for pipe handling shall be provided complete sets of certificates and good condition. Pipe fixing measures shall be taken to prevent pipe moving, sliding or damage. The driver of handling vehicle shall strictly follow relevant regulations. (3)车辆速度限制:在库区和换装线内车速不超过15Km/h。城市道路车速不超过35Km/h。简易路面车速不超过25Km/h。 (3) Speed limit of vehicle: not more than 15km/h in stock zone and transfer line, not more than 35km/h on urban road, not more than 25km/h on simple pavement. (4)到达装卸地点后,驾驶员要穿戴好劳动防护用品,提前做好各项装卸前的准备工作,自觉服从现场管理人员的指挥,按顺序停放好车辆,严禁堵塞安全通道及影响换装线、中转站的交通秩序。 (4) After arriving at handling site, the drivers are required to wear protective articles, make preparation for handling in advance, follow the command of site manager, park vehicles in order. Safety passage shall not be blocked, nor traffic order at transfer station be impacted. (5)装卸管材时驾驶员应在现场工作人员的指挥下将车辆准确停放到指定的位置,并时刻保持注意力集中,确保人身及设备的安全。 (5) For the purpose of handling pipes, the vehicle driver shall park the vehicle at the designated local under the instruction of site personnel, and keep mind on safety of personnel and equipment. (6)装好管材后,驶离吊装作业区50m外停车检查,确认无安全隐患后方可继续行驶。 (6) After pipes are loaded, the driver shall drive the vehicle 50m away from the lifting operation zone for inspection, and drive on after he confirms no potential safety hazard. (7)危险路段行车限制:通过管跺、大门、路口、急弯、或视线有盲区及有障碍物路段时,一定要先鸣号警告,确认对方无来车后方可缓慢通行,严禁强超抢会、占道行驶。当通过弯道、窄路、窄桥、铁路桥、上下坡路段和进出大门时,速度不得超过每小时15公里。通行原则为:空车让重车先行,下坡车让上坡车先行。车辆上坡前要提早减速,选择合适的档位,保持充足的动力,尽量避免在上坡路段产生停车起步的操作程序。下坡时绝对严禁车辆空挡滑行,一定要杜绝类似紧急刹车、急打方向致使管材前窜或滑落的事故发生。 (7) Driving restriction in dangerous road section: While passing pipe stomps, gate, road intersection, sharp curve, road section with blind sight zone or barrier, the driver must alarm with horn and drive slowly when he is sure no car coming from opposite direction, and is forbidden to take over or occupy two lanes. While passing curve section, narrow road section or bridge, railway bridge, slope road section or gate, the speed shall not be more than 15km/h. The principle is: empty vehicle shall give priority to loaded vehicle, while vehicle on down slope shall give priority up-slope vehicle. Upon climbing slope, the vehicle shall lower down speed and run at proper speed stage in order to keep sufficient power. Operation of stop and starting up on upward slope shall be avoid as much as possible. While driving on downward slope, sliding at neutral position is forbidden. Sudden braking or sharp turning shall be avoided in order to prevent pipe sliding. (8)车辆必须按照正常运行线路行驶,禁止私自改道或偏离行车路线停放,禁止乱停乱放。 (8) The vehicle must run along the normal route, and is not allowed to privately change route or park at wrong location. (9)车辆发生故障时,必须将车辆停放在安全地带,并迅速将安全警示牌设置在故障车来车方向100m~150m外,严禁车辆故障运行。 (9) In case of failure with vehicle, vehicle must be parked at safe place, and safety alarm sign shall be set 100-150m away the vehicle in question in the driving direction. |
