在XXXXX物资中转站建成后,及时迅速的调配生活物资与办公用品入驻工作人员。并对相关人员进行岗位培训,对防火、防盗、现场安全作业等一系列的规范组织学习,落实各个岗位的责任负责人,同时也明确工作人员的责任。
After the build-up of XXXXX material transfer station, arrange living materials and office supplies timely and rapidly with the access of working staff. Take post training on relevant staffs, organizing studies for a series of norms, including fire prevention, theft protection, site safety and the like. After XXXXX material transfer station is put into use, 24 hours per day shall be arranged for duty, thus realizing rapid and effective discharge, loading and goods transfer. In this way, it tries to become the material transfer base station for DDDDD and AAAAAAA pipeline construction project.
在XXXXX物资中转站完成物资的中转任务后,对其进行拆除。在征得业主同意的前提下,还原地貌地表特征,对拆除下来的垃圾进行有效地处理,避免造成对当地环境的污染。
After the completion of material transference, XXXXX material transfer shall be dismantled. With the precondition of acquiring the approval from the Owner, the natural feature a d terrene feature shall be restored. Take care of the wastes dismantled effectively, thus preventing any pollution to local environment.
2.4.3 清关工作要求
2.4.3 Requirement for Customs Clearance
在船舶到达锚地前7个工作日取得全套正确清关文件,积极配合海关工作,尽快完成清关工作。
Acquire the entire correct customs clearance document 7 working days ahead of the time that the ship arrives in the anchorage ground and cooperate with the customs to complete the customs clearance business as soon as possible.
2.5 项目沟通、协调、调度、管理程序
2.5 Project communication, coordination, dispatching and management program
2.5.1 远洋船舶到达XXXXX前工作程序:根据业主提供的各发货商发货情况,制作远洋船舶状态跟踪,要求各发货商按照航运惯例在船舶到港前7/5/3/2/1天日报,掌握船舶动态;在船舶到港前与港务局进行协调靠泊码头工作。
2.5.1 Working program before that arrival of ocean vessel at XXXXX: Based on the information of all shippers provided by Employer, the state of ocean vessels shall be traced, and each shipper shall be required to report on the basis of 7/5/3/2/1 day according to common practice of shipping. Prior to the arrival of vessel at port, dock shall be coordinated with port authority.
2.5.2 清关工作程序:协助业主与各发货商进行沟通、协调,催促发货方及时将全套清关单据及时交给业主,收集并准备进口清关所需单据,争取在船舶进入XXXXX港锚地前完成清关放行工作,减少船舶等待时间。
2.5.2 Customs clearance program: To assist Employer in asking shippers to submit full set of customs clearance documents to Employer on time, and preparing all necessary documents for customs clearance in order to finish customs clearance before arrival of vessel at XXXXX Port and minimize waiting time of vessel. 
2.5.3 卸船工作程序:根据预计到达船舶信息,提前准备运力和卸力,做好接货卸船工作。遇到不同厂家预计抵港时间相近,提前向业主发出通知,根据业主指示,合理调配运力和卸力,争取卸船工作顺利实施。
2.5.3 Unloading program: Based on the information of anticipated arrival ship, hauling capacity shall be prepared in advance for the receiving of goods.  In case the anticipated arrival time of different suppliers occur in almost the same period, the Employer will be noticed in advance. According the order of Employer, hauling capacity and unloading force shall be allocated reasonably. 
2.5.4 中转站工作程序:由远洋船舶短倒运输到中转站的防腐钢管,按照发运人、型号、口径、好坏管区进行分垛堆放,将信息录入电脑系统,出库时也出做好信息统计核对工作,做到数据准确无误,不发生发错管情况。
2.5.4 Working program at transfer station: The anti-corrosive steel pipe shipped to the transfer station by ocean vessel shall be stacked separately according to the shipper, model, diameter and state of pipe, of which information shall be input in computer. Upon delivery from store, the information shall be checked against any mistake. 
2.5.5 根据业主和施工单位工作进度,每月编制各个中转站的发运计划。使运输分包商合理调配组织运输车辆和驳船,建立规范的单据交接,信息传递流程,优化运输,缩短运输周期,提高运输效率。
2.5.5 According to work schedule of Employer and construction contractor, monthly shipment schedule shall be prepared for each transfer station.  So that the transport subcontractors can allocate haulage vehicles and barges, prepare standard document submitting and information transfer procedure, optimize transport organization, shorten transport cycle and enhance transport efficiency. 
2.5.6 与XXXXX港港务局密切联系,及时了解MITT码头及其他码头泊位及堆场使用情况,对可能出现的泊位紧张提前做出预判,及时向业主、管材物资生产厂家、和运输分包商反映,合理调配控制船期及驳船挂靠时间,保证卸货和倒运工作平稳连续进行。船舶预计抵港前7天向港务局发出通知,积极协调港务局相关人员,配合船东当地代理优化靠泊方案,争取管材运输船只优先靠泊MITT码头,减少装卸及短倒费用。
2.5.6 To keep close contact with XXXXX Port Authority, timely get the service information on MITT Wharf, other quay berths and store yards, timely inform Employer, pipe manufacturer and transport subcontractors any possible busy situation of berth in advance.  The port authority will be notified 7 days before the anticipated arrival date of vessel. To actively coordinate with relevant staff of port authority, optimize docking scheme in assistance with the local agent of shipowner in order to make pipe ship dock at MITT in priority and minimize handling and short-distance transport cost.
