投标方在中转站建设与管理、卸船装货、及分包商管理等各项活动中，坚决执行和贯彻中国石油技术开发公司《质量手册》相关内容。为了确保公司产品和各项服务满足顾客要求，制定并实施公司的质量方针、质量目标。
During various acts like construction and management of transfer stations, ship discharge and loading, management of subcontractors, the tender shall execute and carry out relevant items strictly in Quality Manual of DDDDD Petroleum Technology and Development Corporation. Establish and carry out the quality principle and quality target of the Company to ensure the satisfaction of the product and various services to with the requirement of customers.

(1) 一般货物进口
(1) Import of general import
货物以正常贸易方式进口时根据货物种类到XXXXX相关部门办理批文许可，购买进口指标，一般进口批文申报至审批需三个月。办理批文许可时要提供实际货物的照片、尺寸、规格型号、重量
、货物用途等。货物进口时需严格按照批文所批准的规格型号进口，一旦出现批文与货物不符时，XXXXX海关有权没收该批物品，进口许可证有效期为90天。
In case of cargo import of in regular way of trading, handle licensed document approval and purchase the importing quota, which needs three months from the application to the examination and approval. During the processing of document approval, picture, size, specification, quantity and goods use of practical cargos shall be provided during the processing of document approval. Import shall be performed strictly in accordance with the specification approved strictly by the document approval during the importing execution. 进口许可批文分为：纳税许可批文和全免许可批文。

纳税进口许可批文：指在符合XXXXX政府允许的货物进口相关规定前提下，缴纳XXXXX政府对该进口货物的核定关税后，进行进口货物的清关。
Tax payment approval document: It refers to customs clearance of imported goods after the payment of tariff on the imported goods to AAAAAAA with the precondition of conformity to relevant requirements in terms of imported goods allowed by AAAAAAA Government.
全免许可批文：提前携进口货物相关单据、文件，在XXXXX政府指定部门办理。货物进口时XXXXX海关根据此批文按量核销，批文所列货物不需缴纳任何关税。
All exemption approval documents: Bring relevant bills and documents of the imported goods ahead of schedule to handle the business in the department specified by AAAAAAA.
