1.1 项目简要介绍
1.1 Brief Introduction of the Project
AAAAAAA油气管道工程起点位于XXXXX西海岸XXXX岛，经XXXXXX，终于AAAAAAA边境的XXXXX（与XXXXX接壤）。天然气管道长793km，管径φ1016mm， 原油管道长771km，管径φ813mm，钢管材质API 5L X70，均采用3层PE防腐。
DDDDD and AAAAAAA Oil and Gas Pipeline Project starts from BBBBBB Island, west coast of AAAAAAA , which passes through CCCCCC, FFFFF, GGGGG and HHHHH and ends in IIIIII, boarder of DDDDD and AAAAAAA (bordering on XXXX, EEEEE Province). The gas pipeline is 793km in length with pipe diameter being 1016mm. The crude oil pipeline is 771km in length with pipe diameter being 813mm. With API 5L X70 material, three-layer PE corrosion protection are applied in the steel pipes.

The work in Bid Section 1 (material allocation and transportation management in middle and south AAAAAAA area as well as construction and management of XXXXX Transfer Station) consists of items of four aspects as follows.
1.1.1 负责接收由海上进入XXXXXXXXXX港的甲供物资，即承包商组织人力、物力在XXXXX港口接收来自各个供应商生产的钢材、管材、阀门、通用设备、自控设备、电力设备和材料等。
1.1.1 Accept the owner supply materials entered XXXXX port of AAAAAAA through the sea, which means the Contractor makes human and material resources to accept the items in XXXXX port from various Suppliers, including steel, tube and pipe, valve, universal device, auto control equipment, electric equipment and material.
1.1.2 负责办理进入XXXXX船舶停靠码头的申请及物资清关工作；即在项目运输船舶进入XXXXX之前，提前向港务局申请靠泊码头，尽量使船舶及时靠港；同时，与海关沟通，提前提交清关所需的各类单证、文件，确保清关工作顺利进行。
1.1.2 Handle the stay application of ships entering XXXXX port and customs clearance for materials. In details, prior to the XXXXX entrances of project transport ships, make prior application for the stay near the port to the port authority, thus trying hard to ensure rapid stay to the harbor. Meanwhile, contact the customs office and submit various documents required for customs clearances, thus ensuring smooth clearance operation.
1.1.3 负责XXXXX境内中南部地区运输包商的物资调运管理（第3 标段和第4 标段）；该项目在XXXXX中南部地区共设置了四个中转站，XXXXX作为最大的中转站，需要向其余三个中转站分拨调运物资，这同时要求承包商对XXXXX的运输分包商实行有效管理，要求其配合完成好各类物资的转运工作。
1.1.3 Be responsible for the material allocation and transportation management in middle-south area in AAAAAAA for the transporting contractors. (Bid Section 3 and Bid Section 4). Four transfer stations are arranged in the project in middle-south area of AAAAAAA. Among the transfer stations, AAAAAAA is the largest one, which needs to allot and transport materials to the other three stations. 1.1.4 负责XXXXX中转站的建设与管理；XXXXX作为中南部运输的最大中转站，需要完成各类物资的接卸、周转任务，工作量巨大，因此需建设完成与之配套的仓储管理设施、吊装设备，并制定相应的规章、制度和管理办法，做好物资的短倒、装卸、发运和单据等工作。
1.1.4 Construction and management of XXXXX Transfer Station. As the largest transfer station for the transportation in middle-south area, XXXXX transfer station has to undertake the acceptance, discharge and circulations of diversified materials, which is full of onerous duties. Therefore, the storage management facility and lifting devices in conformity to the transfer station shall be made with corresponding rules, regulations and managing method. In this way, it can do well in short transhipment, handling, forwarding and documentation of materials.
1.2 项目范围
1.2 Project Scope
本项目主要涉及三个层面，即：业主、承包商和分包商。
Three parties are involved in the project: the Owner, the Contractor and the Subcontractor.
首先，承包商在与业主的工作范围划分中，将主要承担：
The main jobs of the Contractor are listed as follows during the working scope allocations between the Contractor and the Owner.
1.2.1 根据需要，负责与供货商的协调与衔接。
1.2.1 Cooperate and link with the Supplier on account of demands.
1.2.2 负责业主所要求进口XXXXX物资的申报工作。
1.2.2 Applications of materials imported to AAAAAAA required by the Owner.
1.2.3 负责中转站的建设与管理。包括：仓库租赁（或建设）、办公及生活施的建设及提供配套的设备、设施；建立物资中转站工作流程、作业规范及各项管理制度，并使其符合业主的有关规定；负责中转站人员、设备、设施的管理。
1.2.3 Construction and management of transfer stations. It includes warehouse lease (or construction), construction of office and living facility, supply of accessory equipment and facility; establishment of flow of work, working specification and various management system, thus meeting relevant required specified by the Owner; management of personnel, equipment and facility of transfer stations.
1.2.4 按照业主的指令负责组织到货物资的验收、装卸车（或船）、倒运、堆码、入库，维护、保养、安全等工作。
1.2.4 Organize to perform many jobs in accordance with the command of the Owner, including examination and acceptance on materials arrived, loading and uploading of trucks (or ships), transshipment, pileup, warehouse storage, maintenance, cure, safety and the like.
1.2.5 按照业主调拨令发放物资，负责发放物资的装船（车）工作。
1.2.5 Dispatch materials in accordance with the allocating command of the Owner, handling the ships (trucks) uploading of materials dispatched.
1.2.6 按照到货通知单（合同），做好物资的外观质量和数量的验收；及时做好物资的收、发、调拨、保管、转运等帐务管理，做到帐实相符、单单相符、检验、收发单据齐全、准确。
1.2.6 Take examination and acceptance of materials in terms of appearance quality and quantity in accordance with the rail advice (contract). Take account management for materials in good time, including the acceptance, dispatch, allocation, storage and transfer, thus realizing the agreement between the account and the truth, agreement among orders, complete and precise documents for examination, acceptance and dispatch.
1.2.7 负责各种统计资料、报表的编制，并及时报送业主，同时还需负责竣工资料的收集、整理、编制、组卷、归档工作，建立完善的文档资料交接、验收、管理、分类、整理、编制、组卷工作流程。
1.2.7 Establishment of various statistics materials and statement, which shall be sent and submitted to the Owner immediately. Besides, the Contractor is responsible for the collection, arrangement, establishment, filing and archiving of finishing materials, thus establishing improved flow of work for document materials with regard to handover, examination and acceptance, management, classification, arrangement, establishment, and filing.
1.2.8 按照业主要求，负责剩余物资的回收及转运的组织工作。
1.2.8 Organize to reclaim and transfer the surplus materials on basis of the requirement of the Owner.
其次，承包商在与分包商的工作范围划分中，将主要承担：
Next, concerning the division of work range among subcontractors, the contractor shall mainly be responsible for:
1.2.9 承包商负责运输分包商的协调与管理，与之签订运输分包合同，并报业主备案。
1.2.9 Take charge of coordination and management among transporting subcontractors, signing subcontracts for transportation and submitting to the Owner as the record.
1.2.10 承包商向运输分包商下达物资运输计划，并向分包商支付运输费用。
1.2.10 The Contractor issues material transportation plan to the transporting subcontractors, and paying transport charges to the subcontractors.
1.2.11 负责运输分包商的管理及各种规章制度的审查或制定，负责对运输分包商的运输能力进行审核并提出建议。
1.2.11. Take charge of the management of transporting subcontractors and examination or establishment of various rules and regulations, making evaluations and suggestion on the transporting capacities of transporting subcontractors.
1.2.12 物资运输分包商按照承包商的要求安排车辆（船舶）等运输工具并将货物安全运抵指定目的地。
1.2.12 Material transporting subcontractors shall arrange vehicles like trucks (ships) to transport the goods to the destinations specified safely in accordance with the requirement of the Contractor. |
