AD : GENERAL (SMALL DAMS)
SCOPE
This specification covers the general responsibilities and requirements applicable to the construction of small dams of height up to 15 m, as defined by the International Commission on Large Dams (ICOLD).
Note
a) Terminology used throughout the standardized specifications is explained because, in terms of the conditions of contract, the mployer, the Contractor and the Engineer have certain rrghts and obligations that can be exercised most equitably when all parties have a clear understanding of the operations that are covered by each item +n the schedule of quantities. As this specification is applicable only to construction, on a prepared site or foundations, of a structure or group of structures that fall within a single work classification (see Annexwe A to Part 1 of SABS 01201, only one item is scheduled to cover the cost of the Contractor's obligations of a preliminary and general nature.

INTERPRETATIONS
APPLICATION. This specification contains clauses that are generally applicable to small ddnt construction. Interpretations of and variations to this specification are set out in Portion 2 of the project spec if icat ion.
APPLICABLE EDITION OF STANDARDS. Each standard referred to in a standardized or a particular specification shall be deemed to be the latest edition, including all amendments issued by the relevrnt body, published three calendar months or more before the closing date for receipt of tenders.
DEFINITIONS. For the purposes of this specification the following definitions shall apply:
a) General
Acceptable/Approved (Approval). Acceptable to/approved (approval) by the Engineer.
Adequate.
Agreed. Agreed in writing.
As detailed.
Authorized/ordered/rejected. Authorized/ordered/rejected by the Engineer.
Designated. Shown on a drawing or otherwise specified by the Engineer or, in relation to an i t e m scheduled in the tender document, descriptive of an item to be priced by a tenderer.
Indicated. Indicated in, or reasonably to be inferred from the contract, or indicated 111 writing by the Engineer.
Instructed/directed/ermitted. Instructed/directed/permitted by the Engineer.
Restricted excavations. Excavations so restricted in area, width or situation as to preclude the remvdl of material by bulldozer or front end loader.
Satisfactorx.
Submitted.
Adequate in the opinion of the Engineer.
As detailed on drawings.
Capable of fulfilling or having fulfilled the intended function.
Submitted with the tender or submitted to the Engineer, as appropriate.
b) Tolerances
Deviation. The difference between t.he actual (i.e. measured) size or position and the specified size or position.
Permissible deviation=. The specified llmitcs) of deviation (see Clause 6).
Tolerance. The range between the limits within which a size or position must lie.
c) Measurement and payment
Preliminary and general (P and G). A scheduled item (or section) to cover t.he contractual and other costs incurred by the Contractor when signing a contract, moving onto the Site, startins and suwrvisirrrr the construction of the Works and maintaining the Site organization.
Schedule. The schedule of quantities.
Schedule rate. The unit rate or price entered in the schedule at. which the Contractor undertakes to execute the particu3.a~ work or to provide the required material, article or service, or to do any or all of these things, as set out in the item concerned.
Scheduled. Listed in the schedule of quantities.
ABBREVIATIONS. For the pusposes of this specification the following abbreviations shall apply and shall have the meanins-s s-iv m:

2.5 NO LIMITATION BY DESCRIPTION. Nothing appearing in the specification or schedule of quantities shall limit the obligations and liabilities of the Contractor, the Engineer or the Employer under the conditions of contract. APPROVAL. No approval of any material or plant and its use, or of any construction procedure to be used, will imply any relaxation of the requirements governing the quality of the materials or of the firrlshed work, or relieve the Contractor of his responsibilities under the contract.

2.7 DRAWINGS
2.7.1 General. The drawings listed in these documents show generally the character and extent of the proposed Works, but they shall not necessarily be held as showing or describing all or every portion of the Work:, to be executed. Additions and detailed drawings or schedules may be furnished by the Engineer in terms of the conditions of contract.
2.7.2 Specification Drawings. Where reference by number to a standardized specification drawing 1s used in place of a written requirement, the drawing shall be deemed t.0 be the drawing that bears that n'auher and forns part of the specification.
